The largest tax debtors owe the state around 320 million euros, almost as much as the next section of the highway from Mateševo to Andrijevica would cost, the construction of which was estimated at 341 million euros in the feasibility study. This tax debt could be used to build exactly ten city hospitals, such as the one envisaged in the project in Podgorica.
According to the new black list of the Revenue and Customs Administration, on the list of the 200 largest debtors for non-payment of value added tax (VAT), on profit, on the sale of real estate and concessions, he owes 150 million euros, on the list of the 50 largest debtors for tax and contributions on wages to employees 65 million euros, and the total debt of the hundred largest debtors who are in bankruptcy amounts to 105 million euros.
Only three companies from the former business group Dragan Brković - Vektra Montenegro, Vektra Jakić and Vektra Boka owe the state 22 million euros, which is how much a kilometer and a half of highway on this section would cost.

Of the companies that are not in bankruptcy, the largest debtor is "Vektra Jakić" with a total debt of 11,7 million euros, and it is in the program of reprogramming, that is, it has the possibility to pay off the debt in installments. In second place is "Spic ronghe international (Montenegro) limited", which owes 10,4 million, and this company is under investigation by the prosecutor's office due to its participation in the construction project of the "Možura" wind park.
In third place are "Plantations", which owe ten million euros in taxes, and have entered into the reprogramme of paying these obligations in installments, and there are also opportunities to settle some of these old debts by ceding part of their real estate to the state.
"Technoput" owned Saša Acimić owes the state seven million euros. This company's accounts have been blocked continuously since December 2012. At the same address, since July 2013, he has been working for the company "Tehnoput mne", of which he is the owner Rajko Ivanovic, and she entered the blockade in July of this year with a debt of 97 thousand euros.
The state company Railway Transport owes 6,2 million euros in taxes: Airports of Montenegro still owe part of the tax debts incurred during the pandemic, so at the end of August they owed 5,2 million euros, and they submitted a request for tax debt reprogramming.
"Vektra Boka" owes a total of 4,3 million euros for all taxes and contributions.
The company "Binex", whose director is Valentina Martinović, and whose founder is the off-shore company "Binex Gropu LP", owes four million euros in taxes.
"Cijevna Komerc" of the businessman Danilo Petrović he owes four million euros in taxes. Her account has been permanently blocked since April 2020.
The state company "Maintenance of Railway Rolling Stock" owes EUR 3,9 million in taxes, and the Railway Infrastructure owes EUR XNUMX million.

The company "Izbor" from Bar, whose owner is the former privatization fund "Eurofond", owes the state 3,6 million euros in taxes.

Among the companies in bankruptcy, the biggest debtor is "Montenegro Airlines".

The former state company "Radoje Dakić" owes the state 11,8 million euros in taxes, and Bauxite Mines owes nine million euros.
Vektra Montenegro owes the state six million euros, and Meljine Hospital, which is part of Duško Knežević's Atlas Group, owes 4,6 million euros. The company that owns this hospital is "Meljine complex" and is also in bankruptcy with a tax debt of 60 thousand euros. The institute for the construction of Bar Žarko Pavićević remained indebted to the state treasury for four and a half million euros.
Mladen Mrvaljević's Mercur System has a tax debt of 3,8 million euros. The former state-owned "Galenika Crna Gora" remained liable for taxes of two and a half million euros.
