Last week, the Ministry of Capital Investments (MKI) announced three job vacancies in that department, in the maritime domain, for which no adequate schooling is required.
These are two new jobs in the Port Authority in Bar in the position of Independent Advisor III, as well as a job for Inspector III for Navigation Safety in the Directorate for Inspection Affairs (Directorate for Inspection Supervision in Maritime Traffic and Inland Navigation).
Although the two new jobs are in the ship reception and shipping sector of the Port Authority in Bar, which implies that the executors must have an adequate knowledge of English, which is the official language in the entire maritime sector, because by the nature of the job, they will communicate daily with agents and captains of ships that sail in and out from the Port of Bar and the water area under the jurisdiction of the Port Authority of Bar, in the propositions of the public advertisement, the Ministry of Interior does not require any knowledge of the English language from the candidates. In addition, candidates are required that, as far as IT literacy is concerned, they only know how to work in the word program for writing documents, they are required to have passed a professional exam for work in state bodies, at least one year of work experience, and a university degree (VII-1 level of expertise ) which does not have to be from the maritime profession at all.

According to unofficial information from "Vijesti", the newly created jobs are intended for officials and members of the Bar municipal board of BS Seher Kalender i Ilhan Hasović.
MKI did not respond to the questions of "Vijesti" regarding this advertisement, nor to the request to confirm or deny that one of the newly opened positions is intended for Sehera Kalender, who was recently appointed by the Government at the suggestion of Ibrahimović as a member of the Board of Directors of the shipping company Barska plovidba.
The question for this department was how they imagine that persons who do not know the English language, nor does the MKI ask them to, in the future during the performance of their work duties, communicate with foreign merchant or warships, i.e. yachts that come to the water area under the jurisdiction of the Port Authority of Bar.
A "Vijesti" source from the maritime sector, who was informed about the details of this advertisement, assessed that it is incomprehensible, but also humiliating for the maritime profession, to do something like this - to bring people who do not have adequate expertise to the Port Authority, and even more than that, not at all require that they know English, which is the official language in world shipping.
"NATO warships come to the Port of Bar, it is a commercial port where hundreds of commercial ships enter and leave every year, and all of them communicate first and last with the Port Authority, where vignettes are issued for foreign yachts sailing in our waters. of which there are more than a thousand annually in the area of responsibility of the Port Authority. The harbor master's office is a sub-center of search and rescue services at sea, protection of the sea from pollution, and all this implies that the employees must have adequate expertise and knowledge of the English language at least at the B1 level, which is simply understood. Otherwise, in addition to damaging the reputation of the country, because foreign ships have to communicate with Montenegrin civil servants who do not know English, such propositions of the public announcement issued by the Ministry of Interior, collapse all national plans for emergency response in case of emergencies at sea. as well as many other things", said the source of "Vijesti".
According to him, if this public advertisement goes through and the candidates from the ranks of the BS are accepted for whom this advertisement, according to unofficial information, was "designed", the MKI will have to open at least two more positions in the Port Authority for English language translators who will have to follow and support the newly hired independent advisors III in the receiving and shipping sector in the daily performance of their work.
Last Sunday, the Ministry of Interior published an advertisement to fill a position in that department for inspector III for navigation safety in the Directorate for Inspection Supervision in Maritime Traffic and Inland Navigation, Directorate for Inspection Affairs. Knowledge of the English language is not required from the candidate who, in accordance with the regulations, is appointed by the head of the public body for a period of five years. He needs to know how to work in a word program, pass a professional exam for work in state bodies and at least one year of work experience. As far as expertise is concerned, the future inspector of navigation safety does not have to be a seafarer with a completed Maritime Faculty in the nautical field, because the advertisement is looking for candidates with VII-1 level of expertise and a completed "faculty in the field of technical and technological sciences - maritime science or a faculty in the field of social science".
The MKI does not require the future inspector of navigation safety to possess any brevet - a certificate of professional competence in seafaring, so tomorrow that inspector, if he does not have even the most basic qualification brevet for a boat operator, tomorrow he will be at sea on behalf of the state of Montenegro, controlling and possibly sanctioning everything other participants in maritime traffic who must have at least that brevet in order to even sit legally at the controls of the smallest vessel.
According to unofficial information from "Vijesti", Ibrahimović intended this position for a member of the BS from Bar Armin Čolović who graduated from the Faculty of Security. The MKI did not answer the questions of "Vijesti" regarding this public advertisement.
The source of "Vijesti" said that this behavior of Ibrahimović and his conscious collapse of the capacity of the MKI in the name of party interests of BS exceeded all measures and called into question not only the reputation of the state, but also its ability to effectively control the situation at sea in a timely and efficient manner. responses to eventual emergency situations at sea, which are, as a rule, actions that have an international character.
"Therefore, we expect Prime Minister Dritan Abazović to stand in the way of such a brutal collapse of the state's maritime capacities in the name of the narrow-party interests of individuals in the positions of ministers," said the source of "Vijesti", expressing the expectation that Abazović, who himself comes from one of the more respected Ulcinj seafaring families easily understand the essence of this problem.
