Yesterday, the government adopted a proposal to amend the law on salaries in the public sector, which deletes the coefficients for jobs from group "D" from the law, because they will be determined by the branch collective agreement, on which negotiations with the Administration and Justice Union have yet to begin.
This group of jobs includes about 20 thousand workers in state and local administrations. In this group, there are jobs from chiefs and heads of services downwards, which are the titles of advisers, independent advisers, senior advisers, inspectors, clerks, employees,... but also firefighters-rescuers.
President of the Trade Union of Administration and Justice Nenad Rakočević he told "Vijesti" that they are asking for their coefficients to be harmonized with the growth in healthcare and education.
"We are asking that starting January 1, the coefficients, and thus the wages, increase by 25 percent, and in the next two years by 10 percent. That's the minimum just to make up for the loss due to inflation since the last adjustment. Now the annual inflation is 17 percent, and if next year it is ten percent, we will again be in the red with the value of earnings," Rakočević said.
He stated that the negotiations have not even started yet and that they are waiting for an invitation from the competent minister of public administration Maraš Dukaj.
"Our union organizations are located in areas under the jurisdiction of several ministries and local administrations, but we sign the collective agreement with the Minister of Public Administration as a representative of the state, and the coefficients we agree will apply to all employees in state and local administrations with that group of jobs. We need to start the negotiations as soon as possible so that the new list of coefficients can be applied to the January earnings, also the amendment of the law proposed by the Government must be adopted by the Parliament", said Rakočević.
The new coefficients are also important for municipalities that now need to adopt their budgets for the next year.
In the state budget for the next year, the total amount for net earnings is 470 million euros, which is about 60 million more than this year.
Minister of Finance Aleksandar Damjanović when the budget proposal was justified, stated that they increased the amount due to the expected negotiations with the unions regarding the increase of the coefficients.
"The government has conservatively planned budget revenues and predicted wage growth in the public sector that will follow the rate of inflation, while tax rates will not change," said Damjanović.
Secretary of State in the Ministry of Finance Agron Ibrahimi he said yesterday that the draft law envisages deleting job group "D" and that the coefficients for salaries of civil servants and state employees are determined by the Branch collective agreement for the areas of administration and justice, as well as for the areas of health, education, culture and social services for all positions established by law without exception.
"Until the conclusion of the Branch Collective Agreement, which is planned for the end of 2022, the coefficients already established by laws and acts on wages will be applied," he said.
In addition, the amendments to the law stipulate that police officers who work with the special prosecutor will be given a special salary supplement of 60 percent, instead of the current 45 percent.
Assistance of 500 euros per vehicle for bus carriers
Yesterday, the government decided to help bus operators by giving them a one-time payment of 500 euros per vehicle.
State Secretary in the Ministry of Capital Investments Admir Šahmanović he said that the Ministry of Finance gave a positive opinion for this assistance, and that the MKI will launch a public call for the allocation of money.

At the session, a proposal for amendments to the law on personal income tax and contributions for mandatory social insurance was determined, which provides, among other things, that digital nomads, as well as users who receive benefits for newborns, will be exempted from paying these taxes.
