After a month's delay, the evaluation process of candidates applying for the position of director of the Pension and Disability Insurance Fund will begin tomorrow.
On September 30, the Human Resources Administration, formerly the Human Resources Administration, announced a public competition for the position of director, to which six candidates applied - the current acting director of the PIO Fund Ranko Aligrudic, former director and current member of the Management Board of the PIO Fund Jadranka Milošević, former director of the Directorate for Pension and Disability Insurance and Veterans and Disability Protection Jovo Pajović, former director of the Water Administration Damir Gutic, former director of the Tax Police sector in the Tax Administration Miodrag Martinović, including Mirsad Azemović - former vice-president of the Municipality of Rožaje and until recently an advisor Ervin Ibrahimović when he was the vice president of the Assembly.
Milošević is an official of the DPS, and in a contested competition she was elected as the director of the PIO Fund on November 30, 2020, four days before the election of the new government. In October 2020, the director of the Directorate for Pension and Disability Insurance, Jovo Pajović, who is now her opponent, asked the then board of directors of the PIO Fund to cancel the competition because it was illegal. However, the management board did not follow the decision of the relevant ministry and chose Milosevic as director.
She is in a certain conflict of interest, because the Board of Directors of the PIO Fund, where she is a member, will vote for the selection of the future director from among the three best-placed candidates after evaluation by the Human Resources Administration.
It is interesting that the Bosniak Party, which manages the relevant ministry, and whose official is also the president of the current Management Board of the PIO Fund Alija Kosuta, has two candidates for the director of the PIO Fund - party vice-president Gutić and member of the main board Azemović.
At the beginning of August this year, the current government dismissed its previous representatives and appointed new ones - Milošević (DPS), Košuta (BS), Kemal Djecevic (DPS) and Marko Kastratović (SDP), the remaining three members are representatives of the Union of Pensioners, trade unions and the Union of Employers. So the majority for the election of the director is held by the representatives of the parties that voted for the dismissal of the Government Dritan Abazović.
When asked by "Vijesti" why the procedure for electing a new director was late, the Human Resources Administration replied that on November 1, along with the list of candidates who meet the conditions of the competition, they sent a letter to the departmental Ministry of Labor and Social Welfare stating that the procedure would be delayed. competency, knowledge and ability checks of candidates will be held on November 9, 2022. The administration asked the minister Admir Adrović to designate a person from the category of senior management staff from the Ministry, who will take part in the work of the candidate screening committee. However, on November 8, the Ministry informed the Administration that this person was unable to participate in the commission's work due to other obligations that day, so the check was postponed to December 8.
"Vijesti" asked the Administration whether it is legally possible for Jadranka Milošević to be proposed as director, who is a member of the current Board of Directors of the PIO Fund, which ultimately chooses the director.
"We point out that the Human Resources Administration is not competent for the selection of candidates, specifically the directors of the PIO Fund, but is also within the competence of the Fund's Management Board. Namely, in accordance with the Law on Civil Servants and State Employees, the Human Resources Administration is, among other things, competent for the publication of a public competition for the elders of the state body, the selection of candidates, as well as the determination of the list for the selection of candidates", the Administration stated.
The Ministry did not answer whether Milosevic could vote for himself
"Vijesti" also asked the Ministry of Labor and Social Welfare what happened to the procedure for selecting the director of the PIO Fund, as well as whether it is legally possible that Jadranka Milošević, who is a member of the current Board of Directors of the PIO Fund, which ultimately selects the director, is proposed as director, but they did not receive an answer.
"The news also asked whether Milošević must resign from the Board of Directors before the vote on the election for director, as well as whether the Ministry will therefore propose changes to the current composition of the Board of Directors of the PIO Fund or whether all the Government representatives in this institution will be changed as a result, but there was no response from Adrovic's office.
