The group of deputies "Democrats - Demos - Peace is our nation" submitted to the parliamentary procedure the Bill on Amendments to the Law on Industrial Emissions, said the deputy of that party, Dragan Krapović.
As stated in Krapović's announcement, this proposal envisages that the permit, issued for the operator of the existing large combustion plant, which is exempted from the application of emission limit values by the Decision of the Council of the Energy Community until December 31, 2023, will be extended until the completion of the negotiations initiated by the relevant Ministry with the Energy Community and the European Commission and until the end of the procedure before the Energy Community initiated by the Introductory Letter of the Secretariat of the Energy Community.
Also, as stated by Krapović, it is foreseen to exempt this operator from paragraphs 1 and 2 of article 73 of the same law, which refer to the operator's obligations and the application of limit values.
Krapović reminded that, in accordance with the technical specification prepared by the company Steag Energy Services Gmbh, with which a contract was concluded on March 27, 2018, for the preparation of the Conceptual Project and Elaborate on the environmental impact assessment of the environmental reconstruction project of the Pljevlja Thermal Power Plant, and EPCG AD Nikšić published the tender documentation for the execution of works on the ecological reconstruction of TPP "Pljevlja" - Block I, which includes the preparation of the Main Project for the ecological reconstruction of TPP "Pljevlja" - Block I and the execution of works according to the revised Main Project.
However, as indicated in the Proposal for Amendments to the Law, due to the profiling of the covid-19 virus on a global level, the epidemiological situation in China and Montenegro, the Agreement on the execution of works on the ecological reconstruction of the Pljevlja Thermal Power Plant - Block I worth 44.981.570,25 euros was signed is only June 10, 2020.
"Due to force majeure, i.e. circumstances that appeared after the issuance of the integrated permit and the initiation of public procurement procedures, specifically caused by the global pandemic of the corona virus, which could not be predicted, prevented or eliminated by EPCG AD Nikšić and the State of Montenegro Above, it was not possible to proceed with the conclusion of the contract for the selected most favorable bidder from the Republic of China, and therefore not the beginning of the ecological reconstruction works. to come to Montenegro for the purpose of carrying out works, due to the orders of the competent authorities, which related to the ban on movement, entry and exit from Montenegro. After all, it is a well-known fact that the global pandemic of the new corona virus started precisely in the People's Republic of China, i.e. in the country where is the seat of the Consortium's holder, as the chosen most favorable bidder, and that rigorous measures to prevent the spread of the new virus were also in force in the Republic of China," states the reasons for adopting these changes to the Law, announced from Demokrat.
The proposer reminds that, "taking into account the fact that all member countries of the Energy Community face significant challenges in terms of environmental adaptation of the operation of coal-fired plants, the European Commission adopted a series of measures aimed at supporting regions and sectors, which are considered the most vulnerable in in this context, regions where coal is actively exploited have been identified as priority areas for positive EU interventionism, given that the majority of economic activities are directly dependent on the mentioned raw material, both in terms of a stable source of income and in the direction preservation of jobs in local communities".
"In the Proposal, it is also stated that TE Pljevlja, as the only stable producer of electricity in Montenegro, in the previous period during the global energy crisis, reliably provided up to 93,80 percent (October 2022) of the total amount of electricity produced EPCG AD Nikšić, so it is clearly concluded that it is necessary to proceed with amendments to the Law on Industrial Emissions in order to preserve the stability of the electrical energy system in the country, whereby negotiations with the Energy Community and the European Commission have begun and the procedure before the Energy Community initiated by the Introductory Letter of the Secretariat of Energy communities additionally indicate the need for a different legal arrangement. The work on the planned reconstruction includes, among other things, activities on the construction of desulphurization, denitrification, wastewater treatment systems, starting boiler room, cooling tower, ash and slag transport system, noise attenuators and heat exchangers for district heating of the city, how the operation of the existing plant of the Pljevlja Thermal Power Plant is fully adapted to the limit values of emissions prescribed by the EU legislation," Krapović said.
