The municipality of Ulcinj was supposed to take over the management of Solana last year, but it gave up because it did not create the legal prerequisites to enter into that business.

The bankruptcy of the company from Ulcinj was introduced in the first half of 2005, and the failed five-year reorganization plan lasted from the beginning of 2006. Since the reorganization plan failed, the company from Ulcinj has been bankrupt since 2011.

The process of privatization of the "Bajo Sekulić" Saltworks began in 2001, at the beginning of mass voucher privatization. The Administration for Cadastre and State Property, based on the opinion of the Privatization Council, issued a decision on December 17, 2021, which allows the Ulcinj Saltworks to be registered as state property and that the Government is the sole holder of the right of disposal. The state, as the owner of the Solana land, was officially registered in the cadastral books at the beginning of July this year.

Representatives of the minority shareholders subsequently announced lawsuits which, according to their estimation, could cost the state more than 200 million euros. They claim that it is the property of 20 shareholders and that the state has confirmed that it issued shares without coverage.

After that, the Administrative Court accepted the lawsuit of the joint-stock company for the production of sea salt "Bajo Sekulić" Ulcinj in bankruptcy and annulled the opinion of the Government, i.e. the Council for Privatization and Capital Projects dated July 21, 07, in which the undisputed state ownership of the land was established the only Montenegrin salt pans.

On October 17, the verdict was passed by the Council of the Administrative Court composed of judges - Muzafer Hadžajlić, as the president of the Council and Ivan Boricic i Srdjan Klikovac, as members of that body.

By the verdict, the Government is obliged to compensate the plaintiff for the costs of the dispute in the amount of 484 euros within 15 days from the date of receipt of the verdict.

Previously, in April, the Administrative Court rejected the lawsuit of the shareholders, considering that the opinion of the Council is not an administrative act. The Supreme Court did not think so either, so the Administrative Court, in a retrial, issued a different verdict.

Council for Privatization and Capital Projects, chaired by the Prime Minister at the time Zdravko Krivokapic, acting on the request of the majority owners for giving an opinion that Solana paid the market value for the real estate in the privatization process, unanimously determined at the session on July 21, 2021 that the conditions for giving an opinion for converting the right of use into a right of ownership have not been met, due to the undisputed state ownership of the company's land.

After the adoption of the decision at the session of the local parliament on June 24, 2019, Ulcinjska Solana was declared a protected area - a nature park.

"We are grateful to the new bankruptcy trustee, Miloš Popović, who understands our problems," said the representative of the former employees Sasa Mitrovic.

He stated that the bankruptcy administration owes former employees a total of around 1,2 million euros.
