The State Audit Institution (DRI) gave a positive opinion on the financial operations of the Administration for Sports and Youth in 2021 and conditionally on the audit of regularity, because inconsistencies in operations with laws on state property, non-governmental organizations, management and internal controls in the public sector were found. as well as the General Collective Agreement (OKU).
This Administration was managed by the current Minister of Sports until September 23, 2021 and young people Vasilije Lalošević, which was then proposed by the then Minister of Education Vesne Bratic was dismissed and was appointed acting director Marko Begovic.
Prime Minister's Government Dritan Abazović abolished this administration and established the Ministry of Sports and Youth.
The SAI indicated in the report that the Government appointed an acting director contrary to Article 61 of the Law on Civil Servants and Employees, which stipulates that in the event of termination of the mandate of the head of the administrative body, an acting director may be appointed until the appointment of the director, and for a maximum of six months.
"On the proposal of the Minister of Education, the government appointed the acting director of the Administration for Sports and Youth (by decision of September 23, 9) until the appointment of the director of the Administration, and for a maximum of six months. After the expiration of that period, the Government, on the minister's proposal, reappointed the same person as acting director until the appointment of the director of the Administration, and for a maximum of six months. The government is obliged to consistently apply Article 2021 of the Law on Civil Servants and Non-Employees", said the SAI.
Through the financial audit, the competent SAI Collegium gained a reasonable belief that the report gives a true and objective presentation of reported receipts and expenditures in accordance with the accepted framework of financial reporting for the public sector.
The audit controlled the calculation of wages and it was determined that for 70 percent of the employees included in the sample, an increase in wages was made based on past work in a higher percentage compared to OKU, which regulates that the employee's wages are increased for every year of service up to 10 years 0,5 percent, from 10 to 20 years 0,75 percent and over 20 years one percent.
The SAI's recommendation is that the Ministry of Sports and Youth should issue new decisions on salaries with an accurately calculated percentage of salary increases based on past work in accordance with the provisions of the Branch Collective Agreement for the Administration and Judiciary.
The auditors determined that the records of fixed assets contain data for two vehicles out of a total of five owned by the Directorate for Youth and Sports, which is not in accordance with Art. 44 of the Law on State Property, so it is recommended to comply with the law.
