The Minister of Ecology, Spatial Planning and Urbanism Ana Novaković - Đurović said that she hopes that the deadline for the adoption of the Spatial Plan of Montenegro will be respected, which is October 1 this year.

The current PPCG expired at the end of 2020. The basic text of the Decision on the preparation of this document is intended to be done within a year from the appointment of the plan manager, and that deadline expired on August 6, 2021. The work is not finished, so the deadline for construction has been extended several times, and with the latest government amendment from December, the deadline for construction was defined for October 1 of this year.

In addition to Novaković Đurović, the board invited the ministers of capital investments, finance, economic development and agriculture Ervin Ibrahimović, Aleksandar Damjanović, Goran Đurović and Vladimir Joković. Novaković-Đurović proposed that PPCG combines economic development and environmental protection

Novaković-Đurović said that the PPCG concept envisages three scenarios, and that one will have to be chosen by the draft.

As she explained, the first scenario predicts the continuation of the trend, that is, that Montenegro develops in the way it has developed so far - with maximum focus on tourism.

"On the very negative effects of the development of the use of agricultural forest land and the plant population. The existing development trend, if that scenario were to be chosen, would demographically concentrate development in the capital, leaving other rural areas behind. In that case, the migrations that have already taken place would not be stopped. The first scenario would mean that we continue as we have been doing until now," the minister said.

The second scenario would be restrictive, she stated.

"To make a sudden cut in terms of intensive protection and reduce the scope of development. This would mean the opposite of the continuation of the current trend, but it would be maximally oriented towards ecological principles and preventing some kind of development that objectively harms the achievement of ecological standards, but in that case we would be talking about limited capacities for development in other areas," she said.

She added that residential areas and tourist sites would be built according to high standards and renewable energy sources would be promoted and would imply polycentric development in all parts of Montenegro.

"Economic growth would be subordinated to the principles of maximum protection," the minister pointed out.

The sustainable development scenario represents the third development scenario.

"It is a scenario of intensive development based on the green economy policy that is spatially and economically acceptable," explained Novaković-Đurović.

Its characteristics, as she stated, are the diversity of the economy, tourism development that is combined with an economic and social strategy and a strategy for the protection of space and the environment.

"So, balance," said Novaković-Đurović.

She emphasized that a scenario of sustainable development is proposed, which sublimates economic development and the protection of space.

"It can ensure balanced regional development, economic and social development, but above all an ecologically preserved state".

The final choice of scenario, however, as she said, should be the result of consideration of different points of view.

The representatives of the Ministries of Capital Investments and Economic Development also agreed that the PPCG plan should be developed on the basis of a sustainable development scenario.

She pointed out that this document, in addition to spatial planning of the state, also defines natural characteristics, demographic development, economy, energy, industry, tourism, agriculture, forestry, banking.

The minister explained that after the concept, there will be a draft, which will also be presented at the public hearing, after which the document will be finalized.

Democratic Front MP Dejan Đurović pointed out that PPCG is planning the long-term development of the entire country in the next 20 years and emphasized the weak interest of ministers in this document.

"This kind of document did not deserve the presence of any minister, except for the minister Novaković Đurović. To my great regret, if a police officer was elected, the entire public and ministers would be interested. How much the public is familiar with this plan shows that in the past period we have had eight initiatives, which are mainly from private individuals, and a great lack of interest from institutions," said Đurović.

Đukanović (EPCG): Plan to plan the Komarnica and Kruševo hydroelectric plants

President of the Board of Directors of the Electric Power Industry of Montenegro (EPCG), Milutin Đukanović, asked why solar power plants cannot be declared assembly-dismantling.

"Now we have to wait for spatial plans to build a 20-30 MW power plant, which will pay for itself in a year. Why would it not be declared as assembly-dismantling power plants", said Đukanović.

He emphasized that the Komarnica and Kruševo hydropower plants should be planned in the Spatial Plan.

"Conditions are being created to start implementing the cascade project on the Morača River. These are projects that can greatly contribute to the development of Montenegro, but there is no time to wait," he said.

He also said that in order to make a good PPCG, a realistic assessment of how long the "Pljevlja" thermal power plant will continue to work should be made.

Drafting manager: PPCG to balance regional development

The head of PPCG drafting, Svetlana Jovanović, announced that the defined deadline for the adoption of the document is realistic.

She said that as a whole team they stand for the mentioned plan of sustainable development.

"I am convinced that by working together in the next stages, we can reach a document that will provide an easy way for the state to direct development in every area in the long term," said Jovanović.

The key messages from the PPCG concept are, as she said, the traffic opening within the territory of the state itself, and the traffic opening of Montenegro towards the region and European corridors.

She said that the concept of PPCG envisages the Adriatic-Ionian corridor through the continental part of Montenegro.

"The message of the concept is to try to balance regional development, to keep the population in the north, to stop negative demographic trends, which would include infrastructure, provision of social activities that would stimulate the population to stay or go to live there. In this way, we would reduce the pressure on Podgorica and the coastal region", emphasized Jovanović.

The president of the Council for the revision of planning documents, Svetislav Popović, said that in the first reading of the PPCG concept, that body made a large number of remarks and suggestions and returned the concept for refinement.

"The developer corrected the concept of the plan and received positive opinions from the Council, although there are still a few shortcomings that need to be corrected," said Popović.

He also said that the public should be more interested in the PPCG, because only eight proposals and suggestions for the concept were received.
