The Chamber of Commerce of Montenegro (PKCG) appeals for an adequate solution to be found as soon as possible and the Kamenari-Lepetane ferry line established with optimal functionality, with full transport capacity.
"It is obvious that the current solution is not sustainable and that it causes significantly more difficult conditions for the normal functioning of traffic, which causes great damage to the economy and citizens. On the other hand, cargo traffic at this moment inevitably takes place via Kotor, even though the cruising season has already started with announcement of the arrival of large cruise ships in the Port of Kotor in March, which will further burden the flow of traffic through Kotor," the PKCG press release points out.
They added that in the context of the preparation and implementation of activities for the successful development of the upcoming summer season, this state of affairs is unacceptable and will cause direct damage to the tourist economy, and create new bottlenecks and extend the travel time by hours, ultimately driving tourists and guests away from our offer.
"Without intending to appreciate the causes of this situation, we point out the potential consequences for the economy of Montenegro and note that for the adequate development of economic processes, it is necessary to train the infrastructure, and one of the important points in this sense is to enable the smooth development of traffic and ferry services at full capacity transportation of passengers and vehicles on the route Kamenari - Lepetane", concludes the PKCG press release.
On Friday, the government approved the decision on amendments to the provisions of the Statute of the Public Company for the Management of Maritime Assets, which enables that company to manage the Kamenari - Lepetane ferry line. The Statute states that, in addition to the main activity of the company, which is related to real estate management for a fee, Morsko dobro can engage in maritime and coastal passenger transportation, as well as passenger transportation on inland waterways.
The public enterprise for the management of the Maritime Resource, which officially took over the only ferry line in the state of Kamenare-Lepetane and on which it currently operates with one smaller ferry "Vasilije", expects that the Government will exempt it from the Law on Public Procurement "due to a higher interest". would acquire additional ferries for this line.
Since 2004, this line has been operated by the company "Pomorski sabrojka" with which Morsko dobro last week, referring to the conclusion of the Government, terminated the contract, and the private company tied up its six ferries at midnight on Friday...
The company "Marine Traffic", owned by the brothers Dejan and Dušan Ban and their business partner Željko Mihailović, yesterday sent a letter to the state-owned company, which on Thursday asked it to submit an offer for the purchase of all ferries and equipment of that company by Tuesday.
In a letter, the executive director of "Maritime Transport" Dejan Ban warned the state-owned company that it is bound by the Law on Public Procurement, and that according to that law, "a negotiation procedure without prior publication of a public call for tenders" such as the management of Morski Dobr wants to implement with "Maritime by traffic" "starts in cases where one of the conditions from Article 59 of the Law on Public Procurement is met, in such a way that the tender documentation is delivered to one or more clients, in order to deliver the initial offer".
"Delivering the specification of the equipment that you needed was also your obligation according to the conclusion of the meeting of February 14. As we did not receive the tender documentation with the request in question, which you, as the obligee of the application of the Public Procurement Act, were obliged to submit to us, and you did not submit the promised specification, we inform you that we are not able to respond to your request at this time," said Ban in a letter to Mikijelj.
The state-owned company has not yet officially registered as a company engaged in maritime transport, and the ferry "Vasilije" does not have valid papers as a "ro-ro ship for the transport of passengers and cargo", but is officially registered in the register of ships as a "ro-ro cargo ship". because for the last 14 years it served the company "Briv", which transferred it to a state-owned company, as a vessel for the transportation of construction machinery and support for the execution of hydraulic construction works.
Because of this, the rescue equipment on "Vasilij" was also deficient, so after the intervention of the Navigation Safety Inspection, so that the ship would not be stopped, Morsko dobro bought the missing rescue equipment worth over 2.000 from a nautical equipment trading company in Tivat on Monday. euros, in order for "Vasilije" to meet the minimum safety standards that require the possession of rescue equipment in a number sufficient for all passengers on board, plus 10 percent.
Morsko dobro does not have an insurance policy that covers the passengers and vehicles that are now transported by "Vasili", nor does it issue them tickets, which, under normal circumstances, are also a confirmation to the user of the transportation service that he is covered by insurance while on the ship that transports him.
