Officials and members of the Municipal Board of the Bosniak Party (BS) in Bar Sehera Calendar i Ilhan Hasovic these days, they got permanent employment in the positions of independent consultants for the reception and dispatch of ships in the Port Authority of Bar, although they do not have the necessary qualifications from the maritime sector for these positions, "Vijesti" learns.
They got the job by decision of the Ministry of Capital Investments (MKI), which is managed by the leader of BS Ervin Ibrahimovic from which the questions of "Vijesti" regarding these employments were not answered.
The "Vijesti" source explained that the composition of the Commission for checking the knowledge of candidates was changed in order to make it easier for BS to hire its bar officials.
Employment was preceded by a public competition conducted by the Human Resources Administration for the needs of this department.
In November of last year, "Vijesti" wrote about these open positions in the Port Authority of Bar, where the people who will have to communicate with the captains and crews of foreign ships entering our waters are not required to know the English language. At the time, "Vijesti" announced from unofficial sources that advertisements were being drawn for two high-ranking officials from the BS bar committee, Kalender and Hasović.

In addition, candidates were required that, as far as IT literacy is concerned, they only know how to work in the Word program for writing documents, have passed a professional exam for working in state bodies, at least one year of work experience, and a university degree (VII-1 level of expertise) which it does not have to be from the maritime profession at all. According to the MKI advertisement, any university degree "in the field of social sciences, technology-technological sciences or in the field of natural sciences" is sufficient.
According to the claims of well-informed "Vijesti" sources, the MKI suddenly changed the composition of the Commission for checking the knowledge, abilities, competences and skills of candidates registered for this public advertisement in order to "push" its party officials.
She was a member of the Commission on behalf of the Human Resources Administration Dina Dobardzic, but instead of the captain of a long voyage Grujica Dudić or Vladan Radonjić who, according to the order explained by the "Vijesti" source, should have been appointed to the Commission as experts from the list in the field of maritime affairs, appointed Samir Hadzic. The biggest change was that at the insistence of the secretary of the MKI Mirsade Bosniak (BS), excluded from the composition of the Commission the head of the body for whose needs he is employed - the head of the Port Authority in Bar, captain Predrag Ratković. He was replaced in the Commission by a Bosniak woman who, in front of the MKI, delegated herself.
As a well-informed source told "Vijesta", she did this, claiming that Ratković "would be in a conflict of interest if he questioned the candidates who should work for him".
According to unofficial information from "Vijesti", Bošnjak is a law graduate who has no experience in the work of maritime administration bodies, because before her recent full-time employment at the MKI, she worked as a lawyer in the meat industry "Franca" from Bijelo Polje.
"Out of the four candidates registered for the competition, three were of Bosniak nationality, one of whom dropped out, who was previously promised a second position in another state body managed by BS personnel. That and the fourth candidate, who is not from the Bosniak-Muslim community, did not pass the written test, and were not even invited to the oral part of the exam, which Kalender and Hasović allegedly passed and after talking with Ibrahimović, got a job at the Bar Port Authority. The other two participants in the competition were not even given access to the material from the written part of the exam, even though they asked for it," said the choice of "Vijesti".

"Does the fact that candidates Sehera Kalender and Ilhan Hasanović (members of BS) were shortlisted for employment based on this advertisement, to the detriment of other candidates who are not members of BS, and are not of Bosniak nationality, indicate possible abuses by of the leadership of the MKI, which is mostly made up of BS officials, in order to employ their party cadres in the state administration beyond the criteria of expertise and merit. How do you explain the fact that after the changes in the composition of the Commission for checking the knowledge of candidates, all its members are of Bosniak nationality, and only candidates of the same nationality entered the shortlist for employment according to this advertisement", are questions that were not answered by "News" from MKI.
Appointing Radonjić and Dudić would be a conflict of interest
The Directorate for Human Resources told "Vijesta" that the Knowledge Verification Commission consists of a representative of the Directorate, "a representative of the state body who is, as a rule, the head of the organizational unit in which the position is being filled", and an expert from the appropriate field of work.
The Administration stated that they had turned to the MKI to appoint its representative to the Commission and that this department had delegated the secretary Mirsada Bošnjak. They also stated that Samir Hadžić is on the "list of experts and prominent experts in the field, among others, and maritime" and that he meets all the conditions required by law to be on the list of experts hired by the Administration in its commissions.
"When it comes to the engagement of experts Vladan Radonjić and Grujica Dudić, the Administration is aware that they are appointed officials of the Ministry of Interior, so their engagement as an expert in the Commission for Candidate Verification for the needs of the Ministry of Interior would represent a conflict of interest," they said. in the Administration.
They claim that none of the registered candidates on the disputed advertisement submitted a request for inspection of the documentation, and that one of the candidates submitted a request for free access to information, which they act on in accordance with the law.
