Negotiations about "Solari 5000+" are still ongoing

The bidder for the financing of the EUR 70 million project "Solari 5000+" has not yet been selected, Elektroprivreda (EPCG) told "Vijesta", stating that negotiations are ongoing.

EPCG needs to choose whether to borrow from the state Investment and Development Fund or a consortium of several foreign banks with a representative office in Montenegro, and those two offers were previously evaluated as the only valid ones.

The international public call, which ended on February 13, could be applied for by banks that would participate in whole or in part with a minimum bid of 10 million.

The invitation states that authorized persons from EPCG will make a decision on the selection of the most favorable offer at the proposal of the Commission for the implementation of the procedure within 30 days of the negotiations.

In addition to this invitation, a competition for citizens and businesses for the installation of photovoltaic systems was held in parallel, to which 5.286 consumers applied. Also, over 200 applications were received for the installation of solar panels on the roofs of residential buildings up to four stories high.

When asked when it will be known which of them will exercise the right to the panels and when installation will begin, EPCG stated that during the implementation of the project "for which there is huge interest, the regional representation of customers must be taken into account, so that does not jeopardize the economic justification of the project".

"The final energy balances, to the greatest extent, will depend on the technical possibilities for connecting the system of appropriate power, as well as on the availability of the roof surface for the placement of photovoltaic modules. If the user does not have enough roof space to accommodate the appropriate number of modules or does not have the technical conditions for installing a system of adequate power, additional analyzes and negotiations will be undertaken," the EPCG stated.

They also explained that the basic criterion for ranking is the order in which applications arrive, if they also meet all other necessary technical conditions.

"The Directorate for Renewable Energy Sources (DOIE) analyzes consumers based on the roof area and permitted power from CEDIS, so after a detailed analysis, the procurement of equipment and further implementation of the project will be started," EPCG stated.
