At today's session, the government, on the proposal of the Ministry of Capital Investments headed by Ervin Ibrahimović (Bosniak Party), dismissed Miloš Rajković (SNP) from the position of acting director of the Directorate for Road Traffic and Vehicle Homologation.
The Deputy Prime Minister Vladimir Joković announced that ministers from the ranks of the SNP are separating their opinions and that he does not know the reason for Rajković's dismissal.
He claims to have prevented many illegalities
Rajković then wrote in a post on the social network Facebook that the answers to the questions of why Ibrahimović is "doing everything to eliminate him" are that the directorate he manages successfully solved over 2.000 cases in nine months, that he stopped the practice of illegally importing work machines with counterfeit confirmations and did not succumb to pressure for positive solutions, because he reduced corruption in this sector to zero and refused to sign over the line the cases of certain powerful people who had connections through the cabinet.
"Because I took care of legality and compliance with all regulations and did not want to announce a public invitation for the minister's friend so that only he would apply for it, among other things and because I advised the cabinet that it is polite to talk to people and solve challenges and not to close to the offices and not to contact anyone, with the publicly stated position that it is not nice that a state secretary has a salary of 5.000 euros, and the workers who work hard cannot get a variable once a year, because I noticed that problems are pushed under the carpet and that are not respected by other managers, but only thinking about how to hire consultants, go on trips and humiliate female colleagues with insulting comments and belittle some in order to get a job, and finally, because I didn't take an official car, phone, card, variable and what not the workforce was not paid...", Rajković said.

Ibrahimović to Rajković: You are not completing your tasks within the time limit set by the law
In a letter sent to Rajković on April 26, Ibrahimović states that Rajković does not complete his work tasks within the time limit set by the law and informs him that "every day we receive complaints from the applicant regarding the issuance of approvals for the import of work machines, license decisions and extracts from license and that the cases are at a standstill, i.e. that they have not been completed within the deadline stipulated by the Law".
"In accordance with Article 10 of the Law on Administrative Procedure, the administrative procedure must be conducted without delay and with as few costs as possible, but in such a way that all facts and circumstances essential for the successful and complete realization and protection of the rights and legal interests of the parties are properly and completely established, that is, other participants in the procedure. You did not complete your work tasks and the cases received in the previous period within the deadline stipulated by the law, and you took new cases into operation and interrupted the regular work process, even though the decision number 01-011/23-3786/1 of 10.04.2023 .01, annulled decision number 011-22/9488-1/08.08.2022 dated August 01, 011. How are you familiar with decision number 23-3995/1-18.04.2023/29 dated April 2, 46, by which, on the basis of the member XNUMX paragraph XNUMX of the Law on State Administration and in connection with Article XNUMX of the Law on Administrative Procedure temporarily authorized the secretary of the Ministry to lead the first-instance administrative proceedings and pass first-instance administrative acts from the area of competence of the Directorate for Road Traffic and Vehicle Homologation, I remind you that you retain new subjects. In connection with the above, I note that you are obliged to perform your work tasks efficiently and in a timely manner and act in accordance with the Law, other regulations, rules of the profession, as well as with the decisions of the Minister," Ibrahimović stated in a letter addressed to Rajković.
Rajković to Ibrahimović: The work stoppage is a consequence of your inaction
Rajković replied to him a day later that the daily complaints due to non-resolution of cases within the jurisdiction of the directorate he manages are the result of Minister Ibrahimović's inaction and illegal actions.
"With Decision No. 01-011/23-3786/1 dated April 10, 2023, you revoked the authorization, thanks to which I successfully coordinated the resolution of about two thousand cases within the legal deadline in the previous period. At the time of revocation of authorization and without explanations, not a single case has exceeded the deadline in which a decision had to be made, so your statements that we ever exceeded the deadlines stipulated by law are untrue. illegal instructions, because they are obliged to do so by Article 70 of the Law on Civil Servants and State Employees, as well as me, so we requested a written order from the Minister, the execution of which would not constitute a criminal offense or a misdemeanor," says Rajković.
In the letter, he states that Ibrahimović's decision to authorize the secretary of the ministry, Mirsada Bošnjak, to sign cases that, by law and in accordance with the systematization act, can only be signed by Rajković or Minister Ibrahimović, represents an illegal use of position and authority.
"Furthermore, the meeting initiated by the State Secretary Šahmanović Admir and the secretary of the Bošnjak Ministry Mirsada in order to implement your illegal decision with the Chief of Road Traffic Bojan Radoman and the Chief of Homologation Demir Dešević is a classic example of incitement to mobbing during which you demanded that I, as the general I completely isolate the director from my work, so that even the mail addressed to me and the directorate I manage does not come to my office, on which occasion you first stole the internal delivery notebook from my office, and later returned it to my emergency room, which is proven by record number 16-142/23-4135/1 dated April 21, 2023," said Rajković.
"Given that this is mobbing and discrimination primarily on national and religious grounds, I as a Montenegrin and Orthodox, and especially someone who publicly told you at the collegium that you are a non-worker and why you worship me, I ordered the chiefs to initiate a meeting and to receive written instructions from you on how to react in this situation. You did not find it necessary to respond at all to letter number 06/1-341/23-4072/1 dated April 19, 2023 and solve the problem that you intentionally created, you are already trying to manipulate the facts, fortunately unsuccessfully, because you have become entangled in a circle of ignorance and illegality from which it is difficult to get out," Rajković stated in a letter addressed to Ibrahimović.
At the end of the letter, he emphasized that, bearing in mind the above, the only reason for the work stoppage is actually the inaction of Ibrahimović and his first associates, in addition to the classic violation of the Constitution and the law
