A group of citizens and businessmen from Kuća Rakić has been trying for months to prevent the construction of a concrete factory in that settlement near Tuza, and they also sent comments on the report on the assessment of its impact on the environment, which is still up for public discussion tomorrow.
The location is in the middle of the village, about 50 meters from houses, food production facilities, shops and agricultural areas.
They believe that this plant will be a source of pollution and noise in the settlement, that it will endanger the environment for farming and business, as well as that the legal provisions were not respected when determining the location and issuing the previous documents to the investor "Dadi gradnja".
The businessmen from that settlement hired the law office "Komnenić i co." to represent their interests in the right to a healthy environment and protection from endangering their business.
The procedures were controversial from the start. The Municipality of Tuzi stated in the location decision from November last year that it was about the construction of an object of general interest on the cadastral plot 330/30, but in the following documents of the Secretariat for Urbanism and in the preparation of the Environmental Impact Assessment Elaborate, a completely different plot was mentioned 330/163. Only subsequently, in April of this year, did the Municipality change the number of the cadastral plot from the first decision to 330/163.
Among other things, in February of this year, when the first works on the site began, they submitted a report to the Environmental Inspection, which carried out an inspection on February 14, when it passed a measure prohibiting further work and the installation of a concrete mixer until approval for the study or a decision is obtained. competent authority that they do not need an elaboration.
The municipality of Tuzi subsequently made a decision on February 22 that an environmental impact study was needed for this activity. The investor "Dadi gradnja" hired "Medix" to prepare the study, which was submitted to the Municipality of Tuza for approval on April 24. The municipality has opened a public discussion that lasts until June 2.
This group of citizens and businessmen submitted several objections to the report, namely that there are several shortcomings of the document, such as clear data on terrain characteristics, distance from other buildings, population density, terrain hydrology, land quality...
"Given the activity that will be performed, and with the fact that cement is an alkaline substance that has a pH value of 11-13,5, the scattering of cement and its washing with water includes the effect of a probable change in the PH value due to the release of hydroxide contained in the cement into organisms and ecosystems that exist in the soil and on the soil, we consider it necessary to make initial measurements (zero state) of the quality of the soil", it was stated in one of the comments.
The report states that the operation of the concrete mixer can lead to the emission of dust particles, pollutants from energy sources and noise, but that this will not have a "continuous character".
"We consider such statements to be incorrect, because a concrete production plant must lead to the appearance of dust particle emissions, as well as pollutants, and since it is a commercial, economic activity, it is quite clear that it will be continuous. This statement is confirmed on page 62 of the report, where the volume of production states that the daily production will be around 300 cubic meters, which indicates our statements about continuous production", it was stated, among other things, in the remarks on seven pages.
"Vijesti" sent questions to the investor, from whom no answers were received, as well as a commenter from the Municipality of Tuzi, regarding the claims of the locals.
Secretary for Urban Planning Leka Ivezaj said that the procedure is ongoing and that the Municipality of Tuzi acted in accordance with the applicable regulations and the Law on Spatial Planning and Building Construction.
