ASK is investigating whether Hodžić's personal interest is more important than public interest

The Agency for the Prevention of Corruption (ASK) is investigating whether he is a member of the Board of Directors of "To Montenegro" Orhan Hodzic in a conflict of interest due to the business that the national airline has with the company "Oki Air" of which he is the owner.

This was officially confirmed by "News" in ASK.

"Oki Air" for the needs of "To Montenegro" sells plane tickets, measures luggage, charges a fee for excess luggage, as well as other similar services.

"ASK is conducting a procedure to determine whether public official Orhan Hodžić violated the provisions of the Law on Prevention of Corruption related to a possible conflict of interest. As the Law stipulates that the procedure is of a confidential nature, we cannot provide more information", the Agency said.

"Vijesti" obtained documentation that shows that the new executive director of "To Montenegro" Marc Anjour immediately after arriving at the position, signed new contracts for the year with three companies "Oki Air" from Podgorica, Ljubljana and Belgrade.

Two former members of the Board of Directors Vukadin Stojanović i Mirko Škerović, according to the documentation to which "Vijesti" had an introduction, warned several times in the past six months about the problematic contract with "Oki Air".

They warned of an open conflict of interest that Hodžić's companies do not forward all the money they collect from passengers to the airline, as well as that an earlier analysis by "To Montenegro" showed that it would be profitable for the company to open a branch at Podgorica Airport on its own, and not for that profitable they assign the job to a private company of a member of the Board of Directors.

Stojanović wrote to Anžur on this occasion five days ago, but the day after that he and Škerović were dismissed from the Board of Directors.

Yesterday, "To Montenegro" did not send answers to the questions of "Vijesti" that were sent on Wednesday morning and for which it was promised that the answer would arrive on Thursday. On Wednesday, it was explained that the president of the board Pavle Ljesar and Anžur are on a business trip, which is why they cannot answer that day.

"Vijesti" asked whether, before extending the contract with the three "Oki Air" companies, they sought the opinion of ASK on whether Orhan Hodžić was in a conflict of interest, as well as whether the "Oki Air" companies had settled their obligations towards "To Montenegro ” for the previous period that ended on May 31.

In his last letter, Stojanović, as a member of the Board of Directors, asked Anžur to give an urgent order to check in detail the actual debt of "Oki Air" in the period since the company was founded, because he concluded from part of the previous controls that Hodžić's company kept more than 200 thousand euros for himself money belonging to "To Montenegro".

"By checking only one position, the airport in Podgorica, and only for the period June-December 2022, it was established that 'Oki Air' did not report funds in the amount of 70.000 euros to 'To Montenegro'," Stojanović stated, among other things, in the letter Anjur.

Questions for "To Montengro" that were not answered include whether the members of the board of directors Pavle Ljesar, Hodžić, Suad Đelović and the former acting executive director of the company Saša Radović then had a formal or informal meeting where they agreed that before the competition for the executive director Mark Anžur is sent the application and work strategy that Vukadin Stojanović made and submitted at last year's executive director competition, in order to make it easier for Anžur to participate and win the new competition, as well as whether these board members agreed at the same meeting to extend the competition procedure. in 45 days.
