Since April 18 of this year, despite subsequent emergencies, the public company for the management of the marine resource has not answered the questions of "Vijesti" about the number of houses on the shores of Bojana and whether it has increased compared to the Program of temporary facilities in the marine resource zone from January 2019 , when there were about 600 of them.
We asked them how many, according to the records of the Maritime Property, there are currently legal and how many illegal structures on the river, bearing in mind that since 2019 dozens, and possibly more than a hundred new structures have been built. There were no answers to the questions of how many buildings are currently being built, how many decisions on the demolition of illegal buildings have been made, and how many of them have been demolished.
In the meantime, on June 26, Morsko dobro published a public advertisement for the submission of bids for the lease of around 100 temporary locations on the shores of Bojana.
According to "Vijesti" information, the offer also includes a considerable number of new locations.
Public Call
"The subject of the Public Call is the lease of state-owned land for the installation of temporary structures such as weekend houses and fishermen's houses on the banks of the Bojana River in the municipality of Ulcinj, according to the valid amendments to the Program of Temporary Structures in the Sea Property Zone for the period 2019-2023. No. 082-332/23-2291/14 dated April 10, 4, issued by the Ministry of Ecology, Spatial Planning and Urbanism," the invitation reads.
The ranking and evaluation of correct and acceptable offers, it is stated in the invitation, is carried out according to the following criteria - the offered annual rent is 55 points, and references for those who have concluded a contract or an annex to the contract on the use of a temporary location on the banks of the Bojana River and proof of paid annual rent for 2019 and 2020, a total of 45 points.
"Experience and references are evaluated only for the location that the bidder has previously used, and not for other locations that are the subject of the Public Call. Experience and references will not be valued in the event that the tenant has abandoned the contract during the period of use," the invitation reads.
A local resident, who has a house on the river, told "Vijesta" that he is dissatisfied with the way in which Morsko dob treats the area around Bojana.
"They're just choking the river, and it's already overcrowded like this," he commented on the new public invitation, for which the opening of bids was supposed to be announced on July 10 and for which, according to unofficial information, there was great interest.
The question for the state-owned company was how they plan to protect the area of the Great Scaffold under the Old Town from the impact of waves during a strong southerly wind that blues the entire site. We also asked them how much this eventual protection will increase the total cost of the project.
During the past autumn and winter, due to a big storm, accompanied by a strong south wind and big waves, the area of the Great Scaffold was completely flooded several times, which in one part could lead to a new revision of the project.
The President of the Municipality, Omer Bajraktari, told "Vijesta" in mid-February that during the visit of Prime Minister Dritan Abazović with the ministers, the need to protect the area on the south side from large waves was especially pointed out to the investor and contractor.
"Therefore, it is necessary to find a solution so that the entire work of around one million euros does not turn out to be in vain after the first major storm", said Bajraktari at the time.
The intended purpose of this area, which covers a total of 4.600 square meters, is a square-pier with a green belt along the rocks at the foot of the Old Town.
The Morski dobr project plans to raise three dynamic groups of uneven fields, tribunes that soften the impact of the waves and represent a more interesting alternative to the classic type of seating such as chairs, benches, deckchairs, from the plane of the square, fitting into the basic grid. Together with green fields, they form a kind of uneven park.
The space of the square is defined by the project with an orthogonal grid of paved, large fields of about 4x4 meters that additionally emphasize the rectangular shape and size of the square.
The scaffolding is still without wave protection
At the point of change of direction, the grid becomes smaller and enables the functional composition of fields of pavements, benches and greenery.
It was planned that the work on the ground floor arrangement of the Great Scaffold would be completed in 120 days.
However, the work on the ground floor arrangement of the scaffolding, worth almost one million euros in two phases, is not even close to the end, even though the officials of the Municipality and the Maritime Dobr emphasized that the site will be in operation before the season. In the meantime, the JP and the local government have reached an agreement that the Budva company Velika skela will be handed over to the Municipality for further management.
"There is still a formality to sign it with JP and it will become the property of the municipality. In the past, we were not used to Morsko dobro ceding territory to the municipality of Ulcinj, we know that a large area of the municipality is under the jurisdiction of Morsko dobro, and we want to correct that in this way. I think that together with the "Utilities" we will manage this area in an appropriate way", said the President of the Municipality of Ulcinj, Omer Bajraktari, recently during the opening of the temporary border crossing on the scaffolding. The construction of that crossing, which is also important for the development of nautical tourism, was also planned as a million-dollar project.
Bajraktari told "Vijesta" on Friday that the contract with JP on taking over the Great Scaffold could be concluded during this week. He confirmed that such an agreement was reached due to the opening of the border crossing, in which the Municipality participated financially.
"Works on the ground floor decoration will be continued after the season. The issue of protecting the area from waves remains open, and we have several options. One is the construction of a wall with concrete tongues, but for that a study is necessary," said Bajraktari.
The dividing wall existed in the middle of the pier before the construction and protected it from waves, but it was demolished in the meantime.
At the beginning, the former local administration, as well as the residents of the Old Town, were strongly opposed to the one-story arrangement of the scaffolding, as foreseen by the Public Administration. They said at the time that the first strong storm would make a mess of the planned ground floor arrangement. They thought that it would be wiser to invest that money in some other projects, first of all in the training of Kacema, the construction of high-quality slipways for pulling out boats... There was also a petition with about 200 signatures, and the local administration said that the city does not need more a disabled project, alluding to the port of Kacema, which is non-functional during every strong storm.
Morski Dobr is headed by the Chairman of the Board of Directors, Blažo Rađenović, and the Executive Director, Mladen Mikijelj.

Morski dobr did not even answer the question of when the work on the construction of the path, i.e. the promenade from Hotel Albatros to Cape Đerana, will begin, which is announced almost every year.
However, the answer to that question was recently given in an interview with "Vijesti" by the famous architect from Ulcinj, Valon Buzuka, who assessed that the project of the promenade through the Pine Forest, the Government or the local administration is stalling for no reason, despite perhaps good will, but "due to rotten and incompetent or disinterested administration".
That project, which Morsko dobro is responsible for, as he stated, has been in the process for five years.
"Every year, Morsko dobro includes a project in its investment budget worth around 150.000 euros. "Two projects were done and none of them passed the audit due to deficiencies in terms of not satisfying the conditions for persons with reduced mobility," he said.
He added that the audit also required that the cadastral parcel that includes the track project be separated and subdivided into a separate cadastral parcel.
"The municipality initiated procedures with authorized surveyors, but since that cadastral plot is owned by the state, it needs the approval of the Government. We have been waiting for that approval for more than half a year. So there is nothing from the project this year, apparently. But be careful, here we are only talking about completing the project documentation, which has been going on for six years. So how realistic is it to wait, if we take into account the tender procedures for selecting the contractor, and even the execution itself - 10 or 15 years", asked Buzuku.
He assessed that it is a classic example of irresponsible behavior of local and state officials towards the community and the money that all citizens pay into their budgets.
"As long as the government's attitude towards the general social good does not change, these and similar topics will continue to be relevant," said Buzuku.
