In the next two months, the revision of the main reconstruction project of the bridge on the Đurđevića Tara should be completed and the selection for the contractor should be announced, which, according to estimates, would last up to a year and a half, and would begin at the beginning of next year.

This is what the director of the Directorate for Roads in the Ministry of Capital Investments (MKI) told "Vijesti". Miroslav Masic.

The reconstruction of one of the most important tourist attractions in Montenegro will be done with a donation provided by the People's Republic of China.

In 2018, the governments of Montenegro and the People's Republic of China signed an agreement regarding the reconstruction of the Đurđevića Tara bridge, and the legal basis for the start of the implementation of the bridge reconstruction project is the conclusion of the Agreement on the donation of money, which was signed in December 2020. The contract has the character of an intergovernmental agreement between two governments. It defines that China will choose the contractor, and that country will donate 7,05 million for the reconstruction.

"The bridge was last reconstructed more than 30 years ago. The agreement with the People's Republic of China will enable a new reconstruction of the bridge and access roads. The cost of the People's Republic of China is the development of the main project, which is in the final stage. It is currently being coordinated between the leading Chinese designer and the domestic producer of the designer from Montenegro. One phase of the project has been positively revised, so we expect a revised new project in the next month or two, after which the Chinese side will conduct a public call for the selection of contractors for the reconstruction of the bridge. We expect that the preparatory works will be able to start at the beginning of next year when the climatic conditions for working on the bridge are created", Mišić said.

He said that the main project will define the period of reconstruction of the bridge and that he expects it to be approximately up to a year and a half.

"With the fact that we also have access roads from the bridge that need to be reconstructed and built, and it will also be necessary to carry out expropriation", Mišić said.

According to the data of the MKI, which were previously announced to "Vijesta", the contracted value of works from the state budget for this project is around 148.000 euros.

The Agency for the Protection of Competition (AZK) previously assessed that the money that the state will allocate from the capital budget for the reconstruction project of the Đurđevića Tara bridge does not constitute state aid, because that money will be spent according to the procedure provided by the Law on Public Procurement.

"The contracted value for the preparation of geological foundations with their revision is EUR 10.304,90 including VAT, the contracted value with the auditor of the main bridge reconstruction project Gpc - 'Geotehnics, Projects & Consulting' is EUR 19.486,00 including VAT, and the contracted value with the supervisory body 'Construction supervision and laboratory tests' is EUR 118.210,00 including VAT", the Ministry stated.

The last reconstruction of the bridge was done in 1986, when the defects and damages that threatened the concrete construction of the bridge were removed.

The Tara bridge is 366 meters long and seven meters wide.

It is built of reinforced concrete.

The solution for the bridge was chosen on the basis of an international competition announced by the Ministry of Construction of the then Kingdom of Yugoslavia in 1937. The professor's solution was chosen Mijat Trojanović.

The bridge was built from 1938 to 1940. The contractor was the company Antunović AD from Belgrade.

At the suggestion of designer Trojanović, the scaffolding project was entrusted to a well-known Swiss expert.

The height of the bridge over the canyon is about 150 meters.

The Tara Bridge is a unique example of regional architectural heritage. It represents a unique example of creativity of its time and has significant architectural, environmental and cultural values.

As part of the project, it is planned to reconstruct the access roads on both sides of the bridge.

"With the increase in traffic density and the number of tourists, it is necessary to improve the access roads to the bridge, as well as the south-north intersection to the bridge. It is planned to create a road project with a length of 174 meters for the M6 road (towards Žabljak) and 325 meters for the R10 road (towards Mojkovac), and to optimize the intersection of the M6 and R10 roads... Private buildings are not included", the Agency stated earlier for environmental protection in the document.

The road on the right bank of the road towards Pljevlje will be reconstructed in a length of 190 meters.

The project will not include the area belonging to the hotel, considering that the hotel is privately owned, while the shops on the right side of the R10 road will be removed to provide space for the construction of ten new ones.

It is also planned to install decorative lighting on the bridge.

The structure defies carelessness, damaged pavement, footpath and fence

The Traffic Administration does not need to prepare an environmental impact assessment report for the reconstruction of the bridge on Đurđevića Tara, which is in poor condition, the Environmental Protection Agency determined last year.

“The author of the project, China Railway Eryuan Engineering Group Co. Ltd, conducted an extensive review of the current condition of the bridge in the period from March to April 2019. On that occasion, no damage was observed that seriously endangers the main supporting structure, such as the bridge foundations and the main arch ring.

However, it is evident that the embedded concrete has deteriorated, the main load-bearing elements appear to be in relatively good condition. The pavement system of the bridge, sidewalks, fences, dilatations and beds are more seriously damaged, which affects the normal functioning of the bridge.

The long period of use and the lack of necessary maintenance have led to the fact that the damage to the bridge on the Tara River cannot be repaired and is becoming more and more serious. Due to low temperatures in winter, the effects of freezing and melting can lead to concrete damage. Damage to the concrete caused by freezing, melting and the use of snow removal agents led to corrosion of the reinforcement, as well as major damage to the concrete," states the Request for a decision on the need to prepare a study on the assessment of the environmental impact of the bridge reconstruction.
