Members of the Municipal Assembly (SO) of Kolašin voted on the proposal of the Decision on changes and additions to the budget for this year.
The rebalancing of the budget was necessary, as explained by the Secretary for Finance, Property and Economic Development Vuk Vuković, because the Administration for Capital Projects transferred one million euros to the dedicated account of the municipality.
The money was allocated from the sub-programme "Assistance to less developed local self-governments from the north for the implementation of capital projects from funds obtained from economic citizenship", and thus, by the same amount, municipal incomes based on capital donations were increased.
As Vuković said, the municipality will use the money to finance the capital project of the reconstruction of Boško Rašovića Street.
Although the budget rebalancing received unanimous support in the local parliament, criticism was heard from the opposition regarding the way in which the government distributed the funds obtained from economic citizenship to municipalities from the north.
Member of the Zjedno gradimo movement Kolašin Bojan Zeković said that it is not fair that that city, from which, as he explained, about two-thirds of the income was generated, on the basis of economic citizenship, receives the same amount as municipalities, which do not have a project of this type.
He also reminded that the Municipality of Kolasin has significant costs in the construction of infrastructure, which is necessary for projects that are included in the program of economic citizenship.
Councilors Zeković and Ivan Grdnić, again, like half a year ago, proposed to their colleagues from the local parliament to include a conclusion in the agenda of today's session, by which they call on the Government and the Ministry of Ecology, Spatial Planning and Urbanism to shorten the deadline for making amendments to the Detailed urban plan (DUP) Center from nine to 11 months.
The conclusion, which was again not put on the agenda by the decision of the majority, also requested that construction, except for public infrastructure, be prohibited in the area covered by the plan until the adoption of the new DUP.
"The enormous interest of investors in Kolašin must be used to contribute to the development of the city, the creation of new jobs and a better life.
We need smartly designed development that will contribute to a better life in the city and preserve space as the most valuable resource available to citizens. It is better to stop construction for a few months and make good decisions, so that we do not permanently devastate the window. The opposite happens.
The construction of apartments for the market, which will benefit investors from the side and possibly the seller of land, and the citizens of Kolašin will be left with a better water supply, fewer parking spaces, worse communal infrastructure, congested traffic and destroyed space", it is written in the proposal to the Conclusion for which the majority of members of the local parliament they didn't have an ear today.
The councilors of the Together We Build Kolašin Movement warned that, as they claim, "several buildings have already been built or are being built that seriously ruin the appearance of Kolašin and do not have the facilities needed for newly built units, but will burden the already insufficient existing infrastructure and public facilities".
They assess that the existing planning documentation is "very bad, planned for the narrow needs of individuals and to the detriment of the public interest".
