The Water Administration will extend the water permit of the Regional Waterworks of the Montenegrin Coast (RVCP), but this company could enter into the illegal provision of water for the coast, said the chairman of the board of directors of the RVCP Zoran Lakušić.
He announced this at the conference "Preliminary results of testing the functionality of the temporary constitution on Morača for the stabilization of the source of Bolje sestre". He said that the company's water permit expires at the end of December and that they are obliged to extend it two months before that, as well as that it is necessary for them to establish sanitary protection zones around the source of Bolje sestre.
Lakušić said at the conference that the construction of the embankment (earthen embankment) on the Morača River aims to restore the yield of the Bolje Sestre water source, and that the water level in the source directly is affected by the exploitation of gravel in Morača, which has been confirmed by research.
Professor Zoran Stevanović, who works on the protection of springs, explained that they have installed a temporary constitution on one part of Morača, but that work on the project is still ongoing. He said that their research showed that the changes in Morača's levels were caused by human activity because the natural sources are still at unchanged levels. In addition, he said that the water levels in the surrounding wells have dropped significantly.
He added that the extraction of gravel further accelerated the Morača riverbed and thus the erosion it creates. As he said, according to monitoring after the establishment of the constitution, the water level in some of the surrounding research wells that they are monitoring has risen by more than ten centimeters. He emphasized that the expert team proposes some more steps, among them the prohibition of any disturbance of the regime of the Morača River, additional research and the introduction of a sanitary zone for the protection of the source of Bolje Sestre.
Professor Milan Radulović pointed out that the main protection measure must refer to the part of Grbavac and the Morača riverbed.
Activist Vuk Vujisić said that there have been numerous obstructions until now and that the time has come to create additional sanitary protection zones at the Bolje Sestre water source.
"We witnessed that in those zones we had exploitation and waste disposal," he pointed out.
Lakušić: Protection zones are not given for personal interests
Lakušić, in response to questions from journalists, said that the announcement of the Regional Water Supply on the potential suspension of water delivery to the coast depends on sanitary protection zones that should be established with the permission of the Water Administration. He also claims that the Commission formed by the Water Administration for these purposes is in a conflict of interest.
"The commission was not needed, it did not have to be formed in order to pass the protection zones. That report made me sick," he said.
He said that no study was delivered to them nor did anyone tell them that their research for sanitary zones, which cost more than 200 thousand, was not valid. Lakušić said that they asked the Water Administration to disband the Commission and create a new one, and that it was an obvious obstruction.
He added that everything is done because of personal interest and not on the basis of scientific views.
Lakušić said that the Administration recklessly and without real need formed a Commission that will decide on the expansion of the existing and the creation of new sanitary zones for the protection of the source of Bolje sestre.
"A good part of the members of the Commission work for companies, that is, the civic mafia located in the Morača river bed", he emphasized and said that the conclusion of the Commission is that everything they did should be returned to the beginning and that no conclusion has been scientifically denied.

The Regional Waterworks (RV) of the Montenegrin Coast previously announced that on December 26, they will have to stop distributing water to the coast, because the issuance of the Decision on Sanitary Zones for the Protection of the Bolje Sestre Spring has been blocked for a long time. Otherwise, as they said, they can be held responsible for the illegal distribution of water.
Earlier, they stated that they were unpleasantly surprised that the approval of the sanitary protection zones of that source was refused and called on the Water Administration to make a decision as soon as possible.
