The Ministry of Finance invited all interested parties to submit comments on the proposal of the Program for Suppression of the Informal Economy in Montenegro with an Action Plan for the period from the following year until 6 by November 2026.

The Ministry invited citizens, the scientific and professional public, scientific research and higher education institutions, state administration bodies, local communities, business entities, business associations, non-governmental organizations, citizens' associations and all interested parties to participate in the public discussion.

"The program and accompanying Action Plan will define measures to suppress the informal economy in Montenegro for the period from next year until 2026, all with the aim of continuing activities on the plan to suppress the informal economy," the Ministry explained.

The program, as well as the Action Plan, were prepared with the support of the United Nations Development Program (UNDP) office in Montenegro, through the project Strengthening transparent and responsible management of public finances in Montenegro.

Remarks, proposals and suggestions are submitted to the address of the Ministry of Finance in writing by post or in person, as well as electronically to the e-mail addresses jelena.mirkovic@mif.gov.me and mirela.sabotic@mif.gov.me on the appropriate form.

In the previous period, Montenegro did not have a Program for the Suppression of the Informal Economy. However, other documents were adopted that were partially or fully aimed at fighting the informal economy.

The gray economy in the formal sector in Montenegro last year amounted to 20,6 percent of gross domestic product (GDP), or 3,9 percentage points less than in 2014.

The purpose of the program is mostly related to the reduction of informality among registered companies and entrepreneurs, including primarily tax evasion and avoidance of paying full tax obligations.

The program will cover the black market to some extent, i.e. the possibility of reducing illegal activities, which also affect lower budget revenues and economic growth than potential.

The goal of the Program is to reduce the share of the informal economy in the GDP.
