The Network for the Affirmation of the Non-Governmental Sector (MANS) today filed a criminal complaint with the Special State Prosecutor's Office (SDT) against the former Minister of Finance in the 43rd Government of Montenegro, Aleksandar Damjanović, due to the suspicion that he is in the process of awarding a concession for the exploitation of stone at the "Platac" location. abused his official position and provided benefits for the company "Carinvest".
"Former Minister Damjanović is accused in the criminal complaint of having signed the Agreement on the award of a concession for a period of 30 years on behalf of the Government of Montenegro with the company "Carinvest" at the end of August of this year, although he was previously aware of the fact that the company's selection procedure was carried out contrary to the law Namely, last year, MANS warned the Government of Montenegro and the competent Ministry of Capital Investments that the public advertisement and the concession act were made on the basis of data provided by the company "Carinvest" itself, which is contrary to the Law on Concessions", the MANS press release says.
From that non-governmental organization (NGO) came that the Law in Article 18 expressly forbids participation in the tender to persons who participated in the preparation of the concession deed, while the data from the concession deed show that the company's studies were used for the calculation of stone reserves at the "Platac" location. "Carinvest" which won the tender.
"Although the entire process of preparing the tender was carried out by the Ministry of Capital Investments, the contract with the Tsarevićs was still signed by the then Minister of Finance, Aleksandar Damjanović. The company "Carinvest", which is owned by the family of the former president of the Municipality of Budva, Marko Tsarević, quarried stone at the "Platac" location in the last 15 years. Although there were conditions for terminating this contract, because Tsarević transferred ownership of the company to his son without the consent of the relevant ministry, this did not happen. After a new contract was signed with the Tsarevićs in August for another 30 years, their the company will be able to actually use the quarry for at least 45 years, which is a decision that could not be made by the government, but by the parliament," the statement reads.
MANS said that with the signing of the contract, the work initiated by Tsarević himself, i.e. his company "Carinvest" on whose initiative the concession deed was drawn up, as well as changes to the annual plan for granting concessions for detailed geological research and exploitation of mineral resources for 2021, was completed. .year.
