"Solar gradnja" was also blacklisted.

Total tax debts to the state, according to the new black list published by the Revenue and Customs Administration with a cross section at the end of September, amounts to almost 350 million euros.

Of that sum, the 200 largest tax debtors owe a total of 168,63 million euros, and the bulk of their tax debt is based on excise duties, value added tax, corporate income tax, concessions and real estate sales tax. In addition to them, the list also includes 100 defaulters in bankruptcy whose debts amount to almost 110 million.

The list also includes 50 who owe taxes and contributions from and on personal income, while their total share of the debt is 71,25 million euros.

Montenegro Airlines in bankruptcy still on top

According to all lists, the largest individual debtor is the former bankrupt state airline "Montenegro Airlines", and that company owes more than 16 million euros in taxes and contributions. A similar amount is owed by the bankrupt company from Herceg Novi, "Pantomarket".

Among the state-owned companies, "Plantaže 13. Juli" has the largest debt, and it amounts to around 12,57 million euros. That company has a debt reprogram from last year, and its debts have increased by 707 thousand euros since June, when the last blacklist was published. Reprogramming is the payment of tax debt in installments.

The amount of 11,2 million euros is also owed by the company "Spic ronghe international (Montenegro) limited" registered in Podgorica, which participated in the construction of the wind farm on Možura hill. According to the data from the central register, that company deals with mediation in the sale of machines and industrial equipment, ships and airplanes, and its executive director is Rajko Stanišić. The founder of the company is "Spic ronghe international financial leasing limited" from Hong Kong.

In addition to "Plantaž", the blacklist of state debtors also included several state enterprises - Airports of Montenegro (ACG), "Solar gradnja", Maintenance of Railway Rolling Stock (OŽVS), Railway Transport (ŽPCG), Railway Infrastructure (ŽICG), but "Montekargo", which has been in debt reprogramming since last year.

The state-owned company for the installation, procurement and maintenance of photovoltaic systems "Solar gradnja" was blacklisted among the 200 largest tax debtors in the country, owing 270,53 thousand euros. That company was formed by Elektroprivreda in mid-2021 for the purposes of implementing the solar panel installation project.

Among the railway companies, ŽPCG owes the most in taxes and contributions, i.e. 6,38 million, while ŽICG owes almost 4,8 million euros. OŽVS also owes more than four million, while "Montekargo" has to pay 1,16 million euros in reprogramming.

In addition to these state enterprises, 4,64 million euros are also owed by "Aerodromes of Montenegro". They repay the debt according to the reprogram from 2022, while it refers to previously uncalculated or incorrectly calculated tax liabilities from the previous year to 2018.

"Vektra", "Tehnoput" and "Cijevna Komerc" also owe

According to the list, the companies of businessman Dragan Brković owe a total of 22,89 million euros. "Vektra Jakić", to which the reprogramming was canceled, owes about 11,9 million, and the Revenue and Customs Administration is seeking bankruptcy in this company from the end of 2021 due to tax and concession debt. In addition, the company "Vektra Montenegro", which is in bankruptcy, owes more than six million euros, while Brković's "Vektra Boka" owes about 4,74 million euros.

Among the largest 200 debtors on the black list was the Podgorica-based road construction company "Tehnoput", which owes more than 6,2 million euros. The decision on reprogramming was canceled last year for the company "Cijevna komerc", which belongs to the business group of businessman Danilo Petrović, and according to this list, it owes more than 3,77 million euros.

"Radoje Dakić" in bankruptcy still owes significant money, and that amount is currently higher than 12 million euros, while Nikšić's "Bauxite Mines", which are also in bankruptcy, owe 9,47 million euros. In addition to them, the Meljine hospital is also in bankruptcy, and owes almost four million euros.

On the other hand, the "Simo Milošević" Institute, which according to the list owes more than three million euros, is currently being reprogrammed, while the "Mediterranean" University, which owes a little less than one million, is in the same situation. The list also included "Port of Adria", which manages container terminals in the Port of Bar and is owned by the Turkish company "Global Ports", and which owes 1,15 million euros due to the reprogramming.

Almost 650 companies on the white list

In addition to the black list, the Revenue and Customs Administration also published a white list, which lists all those who have declared tax, paid their due tax obligations for the quarter, who employ more than 10 workers... There were 648 such taxpayers, and the cut-off for the white list it was also done at the end of September.

Among them are, among others, the transport company "Aloexpress", the construction companies "Bemax" and "Briv construction", CKB, "Crnogorski elektroprenosni sistem, Telekom", "HD Laković", "Morsko dobro", the oil company "Jugopetrol", as well as and "Montefarm" pharmacy...

Among railway companies, Railway Transport owes the most in taxes and contributions, 6,38 million, while Railway Infrastructure owes almost 4,8 million euros.
