The government tasked the Ministry of Energy and Mining to form a new tender committee that will re-evaluate the bids received at the public invitation for the construction of the solar power plant "Briska gora" in the Municipality of Ulcinj.
"In the process of implementing activities according to the Public Invitation published on May 19, 2018, bids were submitted by three bidders, and the Tender Commission made a Decision on determining the ranking list according to which the Consortium "Fortum and EPCG" achieved the status of the first-ranked bidder, the second-ranked bidder was Consortium "IREDL", while the offer of the Consortium "Montesolar" was assessed as formally incorrect. In the court proceedings that followed, the Administrative Court passed a verdict which accepted the lawsuit of "Montesolar" and annulled the decision of the Tender Commission. In order to enforce the court verdict and overcoming the existing problems in the implementation of this important project, the Government tasked the Ministry of Energy and Mining to form a new Tender Commission for the evaluation of the documentation submitted under the Public Invitation", the Government announced after the session.
The government also adopted the Information on activities on the implementation of the project of connecting the electric power systems of Montenegro and Italy with a submarine cable.
"Based on the concluded contracts, the project of connecting the electric energy systems of Montenegro and Italy is implemented by the Government, CGES and the Italian operator of the transmission system Terna. The construction of a direct current undersea cable with a capacity of 1.000 MW is an investment worth over 758 million euros and represents an obligation of Terna, while the Government assumed obligations related to the issues of adopting a spatial plan, expropriation, issuing building permits, as well as providing support to CGES and Terna in order to realize the project. to the 600 kV network at the beginning of April 400. The submarine interconnection between Montenegro and Italy was officially put into commercial use on December 2019, 28. As of October 2019, 24, 2023% of the design documentation and delivery of equipment and about 100% of the works were carried out.Conditions for the execution of works were provided at 89,2% of the pillar locations. In the Information, among other things, it is stated that the implementation of the Project was accompanied by numerous problems that were partly expected, considering the scope and type of works that had to be carried out (about 97 km of transmission lines and about 125 km of access roads), as well as the status of cadastral data (census cadastre or temporary cadastre in most cadastral municipalities), which is why alternative solutions had to be sought, which required additional time and resources. On this occasion, the relevant ministries are tasked with submitting proposals for concrete solutions to the Government, in order to complete all remaining obligations in the shortest possible time," the announcement reads.
The Information on the need to provide funds for the project of general overhaul of the railway, rehabilitation of steel bridges and tunnels, as well as for the modernization of depots and workshops was adopted. On this occasion, the Government agrees that the missing funds of 8 million euros, necessary for the implementation of the project of general overhaul of the railway, rehabilitation of steel bridges and tunnels, as well as for the modernization of depots and workshops, the implementation of which is foreseen from the credit arrangement with the EIB, will be provided from an additional credit arrangement or from the state budget.
