No one will pump on the highway

To the public call for tenders for the long-term lease for a period of 25 years of state-owned property for the construction of two gas stations with accompanying facilities on the Bar-Boljare highway (Smokovac-Mateševo ​​section) in accordance with urban planning and technical conditions, which is announced on September 19, 2023, no offer was received.

This was officially told to the "News" in Monteputo, the state company in charge of managing this section of the highway.

"Monteput will consider repeating the call in the coming period, as well as possibly changing the terms of the tender," the company said.

Individual tender lots were announced for both pumps, and offers could be submitted until November 20 of this year.

According to the public invitation, the bidder was expected, among other things, to offer a minimum fixed rental price on an annual basis in the amount of 66.760 euros, increased by at least five percent of the realized turnover based on the performance of all activities at the location in question, which will be paid by "Monteput" annually and to submit the Investment Program, secured by an acceptable bank guarantee, in which the structure and dynamics of the investment and the planned source of the necessary investment capital are precisely stated.

According to the public invitation, the bidder was expected, among other things, to offer a minimum fixed rental price on an annual basis in the amount of 66.760 euros, increased by at least five percent of the realized turnover based on the performance of all activities at the location in question, which will be paid by "Monteputa" annually.

In accordance with the Decision on the amount, method and conditions of payment of fees for the use of state roads, as explained, the minimum amount of the annual fee for the lease, i.e. the use of certain parts of the road strip of land for highways, expressways and sections that are part of those roads.

All interested parties, including consortia, who purchase the tender documentation and sign a statement on data confidentiality in accordance with the public invitation, could participate in the tender.

The invitation also stated that the participants in the tender can, with prior notice to the tender committee, visit real estate that is the subject of a public invitation, every working day from the day of acquiring the status of a participant in the tender until November 17 of this year.

According to the Detailed Spatial Plan of the Bar Boljare highway, the pump will be a building with a maximum floor height of P+1, which will have, among other things, a larger public fountain and a public wet junction, within the gas station, a first aid and information service with an official and public telephone, a store of spare parts and equipment, an information-tourist point and a cafe in a closed area with a terrace..

Earlier, Monteputo said that after the selection of the most favorable offer and the conclusion of the contract, within a year, the gas station, with accompanying facilities, can be expected to be opened.

State property that is leased is located in the cadastral municipality of Mrke, which belongs to Podgorica.
