At today's session, the Government approved the Bill on Amendments to the Law on Pension and Disability Insurance, which, among other things, determines the new nominal amount of the lowest pension, which will be 1 euros from January 2024, 450.

"The proposed law regulates the legal situation that arose after the termination of the validity of Article 17 paragraph 1 of the Law on Pension and Disability Insurance, which was repealed by the Decision of the Constitutional Court. The proposed new provision prescribes the conditions for exercising the right to an old-age pension for insured persons when they reach the age of 65 and at least 15 years of insurance experience," the announcement states.
It is also proposed to change the method of harmonizing pensions, as stated, based on statistical data, with the movement of consumer prices and average wages of employees in the territory of Cme Gora in the previous four months compared to the four months preceding them.

Today, the Government approved the Proposal for Amendments to the Law on Excise Taxes, which proposes the introduction of an excise tax on non-carbonated water with added sugar, or other means for sweetening or flavoring, and non-alcoholic beer.
The government proposed this solution in order to reduce the negative impact that the use of sugar products has on the health of the population.
"The amount of excise duty for non-carbonated water with added sugar is 25 euros per hectoliter, which is the same amount as the excise duty for carbonated water with added sugar or other means for sweetening or flavoring," explained the Government.
An increase in budget revenue on this basis is expected by around two million euros annually.
Today, the Government also approved the Bill on Amendments to the Law on Games of Chance, the aim of which, as stated, is the systematic and revenue-sustainable regulation of the organization of games of chance via the Internet, i.e. other telecommunication means, as well as the increase of income on that basis.
They explained that the proposed changes and additions, based on high-quality comparative solutions, create conditions for improving the regulation of this extremely sophisticated area of organizing games of chance.
"Also, the proposed solution defines the provisions related to the prevention of money laundering and financing of terrorism," added the Government.
It was estimated that the application of the regulations will lead to the generation of millions of revenues for the budget.
"Taking into account the available monthly reports on payments/disbursements of online organizers (especially analyzing those with the highest turnover), an approximate amount of 15 million euros of budget revenues is reached on an annual basis," said the Government.
As they said, that law for the first time defines the obligation to pay a variable part of the concession fee for organizing betting games of chance over the Internet, as well as games of chance in virtual casinos and games of chance on virtual machines over the Internet.
"This concession fee is calculated in the amount of 10 percent of the base, which is the total amount of payments, minus the value of the payments, and is paid by the fifteenth of the month for the previous month," said the Government.
They stated that, in addition to the aforementioned variable part, a fixed portion of the concession fee in the amount of ten thousand euros per month will be paid for organizing online betting games of chance, both for organizing online betting games of chance and for games of chance. in virtual casinos and games of chance on virtual machines via the Internet.
The Government stated that the norms that prescribe the registration of all internet games (with clearly defined rules), player registration and online supervision are particularly important.
"With the successful registration of internet games, the tax base will be expanded, and with the concession models mentioned above, multimillion-dollar revenues for the Budget will be provided already this year," the Government pointed out.
As they said, respecting the requirements in the field of money laundering, the proposal of the Law introduces norms related to the real owner of the organizer, the provision of data to the Financial Intelligence Unit, as well as the obligation of the organizer to act in accordance with the regulations governing the prevention of money laundering and terrorist financing , and in the part of keeping the data about the players confidential.
