Prime Minister Milojko Spajić's government intends to separate the Revenue and Customs Administration into two separate administrations, three years after these two institutions were merged into one at the proposal of Spajić as Minister of Finance.

Officially, this is provided for in the budget proposal for 2024, which entered the parliamentary procedure, where the Revenue Administration with a budget of 10,45 million euros and the Customs Administration with a budget of 11,19 million are foreseen as special spending units. Deputies must express their opinion on the budget proposal.

On November 23, "Vijesti" tried to check the unofficial information about the separation of the Revenue and Customs Administration in the Ministry of Finance, but Minister Novica Vuković has not yet answered the question - whether the separation is planned and, if so, why.

The Government officially merged these two administrations in April 2021, when Spajić was the Minister of Finance.

"In order to more effectively implement the policy in the field of revenue, the proposed changes combined the responsibilities of the previous Revenue and Customs Administration. It was estimated that the newly established Revenue and Customs Administration will more effectively implement tax and customs policy. Among the advantages of this change, the following are especially emphasized: fiscal effect ( 20 percent lower costs), synergistic effect - one control unit for tax obligations, games of chance and customs duties, and an increase in the efficiency of detecting customs and tax violations. Also, the new organizational model will make it much easier and more efficient to collect excise duties and taxes at once. many products have, and for products that have input VAT paid at customs, but also sales VAT at the tax office, clearer lines of responsibility for handling will be established," the Government announced at the time.

For the merger of the two administrations, the model of Slovenia was used, among other things, which merged the administrations into one for more efficient functioning.

The new separation of the Revenue and Customs Administration will mean the shortening of the full term of the current director Vladimir Bulajić, who was appointed to that position on the proposal of the recent finance minister Aleksandar Damjanović in April this year, and previously he was the acting director of this institution. Bulajić's management of this institution was marked by a record collection of budget revenues.

Since the merger of two administrations into one, four directors of this institution have been changed.

At the suggestion of the then Minister Spajić, the first Acting Director of UPC was the recent Minister of Finance, Aleksdandar Damjanović, during whose leadership, among other things, there was a record seizure of a ton and a half of cocaine in Mojanović near Podgorica.

Spajić does not extend Damjanović's mandate, but replaces him and appoints Milena Petričević in his place. Soon, there was a conflict between Minister Spajić and the director, and the "gourd" definitely burst when Petričević did not come up with a solution stating the termination of the concession for the "Jack Pot" casino.

Petričević's term of office, which expired on April 22, 2022, was not extended, and previously a public competition for the director of UPC was announced on March 7. After that competition of Rad Milošević (URA), the Government appoints Zdravko Krivokapić as director on April 27, 2022, on the proposal of Spajić.

This was done the day before the election of Prime Minister Dritan Abazović and Milošević's election was, according to unofficial information from "Vijesti" at the time, the result of an agreement between Spajić and Abazović.

In December 2022, Milošević was arrested by order of the SDT for creating a criminal organization, and as part of the investigation into the disappearance of millions worth of cigarette packages.

Bulajić takes his place.
