Detained President of the Municipality of Budva Milo Bozovic on the proposal of the municipal Commission for the implementation of the public procurement procedure, made two more decisions, which entrust the Podgorica company "Asfalt-beton gradnja" with the execution of works on investment maintenance of the city's infrastructure, as well as the construction of a road in the Blizikuće settlement above Svetog Stefan.
Božović signed both decisions on December 5, which "Vijesti" had access to, in the Spuška cell of the Investigation Prison.
"Vijesti" announced that on the same day he signed the decision awarding the largest capital infrastructure project, the reconstruction of two city streets in the city center, worth three million euros, to the Podgorica company "Bemax", a businessman Ranko Ubović, whose subcontractor is the company "BB Solar" behind which it stands Blazo Djukanovic, the son of the former president of the country Milo Đukanović.
The offer of "Asphalt-concrete construction" was the only one and ranked first in the process of selecting the most favorable bidder for the execution of works on investment maintenance of the city's infrastructure. The estimated value of the public procurement is 322.314 euros, while the offer of the company from Podgorica was 322.208 euros.
In the second tender for the selection of the most favorable bidder for the construction of the road with accompanying infrastructure, "Asfalt-beton gradnja" submitted a joint bid with the companies "Đurković" and "Breznamont" from Nikšić, "Tofi" from Rožaj, "Hidromont inženjering" and "GeotinMNE" from Podgorica. .
The municipal commission rated that offer as first-ranked and correct. Two more offers were submitted in the tender.
The estimated value of the public procurement is 1.033.057 euros, while the joint offer of the company "Asfalt-beton gradnja" was 1.032.758 euros.
The company "Asfalt-beton gradnja" was also at the time when he managed the city Marko Carevic concluded a contract for investment maintenance of city infrastructure.

The engagement of this company was questioned by the Network for the Affirmation of the Non-Governmental Sector (MANS), which in May 2020 submitted a criminal complaint to the Special State Prosecutor's Office against the then mayor Marko Carević, accusing him of assigning the asphalting of roads to the Podgorica company "Asfalt Beton", so that his company "Carinvest", as a subcontractor, performed a million-dollar job.
At the time, MANS published information that Tsarević had concluded as many as 11 contracts with the Podgorica company Asfalt-beton gradnja, with a total value of almost two million euros, and that the company used the machinery of Tsarević's private company to carry out the works. SDT was then provided with extensive documentation with photographs, which show that the construction operatives of "Carinvest" were engaged in the asphalting of roads.
In October 2020, the Special State Prosecutor's Office, which he headed Milivoje Katnic, rejected the criminal complaint filed by MANS against Tsarević for abuse of official position.
It is now up to the High Court to decide whether, as he has done for the past eight and a half months since he was detained due to SDT accusations that he participated in cocaine smuggling, he will give his consent to the official documents, including contracts with construction companies , brought into the Spuška prison and signed. When Božović, who only has the right to sign, because he did not appoint vice-presidents, initials the contracts, the Municipality will officially be able to assign to companies jobs for which there is money in the city coffers.
