The company "Platinum distribution" plans to build several tourist facilities under the common name Eco-hotel "Tara Retreat" in the immediate vicinity of Tara, in Sjerogošte near Kolašin.
At that location, however, there are currently no conditions for connection to either the water supply or the sewerage network, and this type of infrastructure, according to the conditions of the company Vodovod i Kanalizacija, is not even planned at the hotel construction site.
According to the Elaborate on Environmental Impact Assessment, which will be on public discussion until January 5, the hotel should be categorized with four stars. The document also states that the location of the future hotel is in the "coastal area of Tara". However, it does not say how far the plots that will be used for construction are from the river.
"The location where the construction of the Eco Hotel "Tara Retreat" is planned is located in the municipality of Kolašin, south of the town of Sjerogošte, on the extension between the main road Kolašin-Mojkovac and the bed of the Tara River. There are two abandoned buildings on the site - the "Terase na Tara" restaurant, which will be removed from the site according to the project documentation. One part of the rest of the site's terrain is a degraded grassy-sandy surface, and the other part towards the Tara River is covered with forest vegetation," the Elaborate writes.
The authors of that document also remind that the Tara River basin was included in the UNESCO program "Man and the Biosphere" in 1977 as a world ecological biosphere reserve.
The location, with an area of almost 13.000 square meters, is divided into three smaller ones, on which three Eco-hotels of categories A, B and C are designed.
"Although in accordance with the separate urban planning and technical conditions, these objects can be viewed separately from the aspect of parameters, however, all three plots are owned by the same investor and in accordance with the project assignment, and the complex is planned as one integral unit with connected common contents for all objects... They are positioned in such a way as to follow the river, moving away from the main road as much as possible and opening up to the river and the surrounding nature", it was specified in the Elaborate.
As planned, a biological purifier will be used for the treatment of waste water from the facility, and "purified water from the biopurifier is drained into absorption wells." The authors of the Elaborate claim that "taking into account the activity of the facility during its operation, there will be no deposition of chemical and other substances that could significantly affect the pollution of the land and waters of the Tara River".
"During the exploitation of the facility, it was concluded that no significant impacts on the quality of air, water, land and increase in the level of generated noise can be expected, but in accordance with legal obligations, it is proposed to monitor the quality of waste water at the exit from the biological purifier and separator. The project holder is obliged to periodically control the water quality after leaving the biological purifier four times, and from both separators (the Huhinj separator and the separator for purifying atmospheric water from the parking lot and manipulative surfaces) twice a year," the document says.
Urban planning and technical conditions for the hotel were provided by the responsible secretariat of Kolasin. The Environmental Protection Agency pointed out the need to prepare an Elaborate on Environmental Impact Assessment.
