Detained President of the Municipality of Budva Milo Bozovic, on the proposal of the municipal Commission for the implementation of the public procurement procedure, on the eve of the New Year, he made a decision to award the performance of works on one of the largest infrastructure projects for this year - the construction of roads on the Šipkov karst site near Pržna, worth two million euros, to the Budva company "Tara gradnja".
With that, Božović, for which the Higher Court in Podgorica has given him the green light for all of the previous nine months, continued to make key investment decisions that allocate millions of dollars from the city's coffers for projects.
One of the largest investments in Budva's area improvement program for this year, totaling 17 million euros, is the construction of four streets in the Šipkov karš settlement, for which two million euros will be given from the city treasury. As written in the program, it is about the construction of roads S-2, S-3, S-4, S-5 within the Detailed Urban Plan "Šipkov Krs".
"In the course of 2023, the public procurement procedure for the selection of contractors for the construction of the mentioned roads was completed. The mentioned streets extend through the settlement on the right side of the highway from Kamenovo to Pržno and connect this area with the Adriatic highway," states the program voted by the Budva parliament on the eve of the New Year.
Božović signed the decision in which he rated the offer of "Tara gradne", which was also the only one submitted to the tender, as the most favorable.
"Tara gradnja" submitted a joint offer with the subcontractors, the companies "Navstar 7" DOO Nikšić, and the Budva companies "Oliver ing", "Electro team" and "Carat".
The estimated value of that public procurement without VAT is 1,6 million euros, while the offer of "Tara gradnja" with subcontractors amounted to 1.572.278 euros without VAT.
As written in the decision, all five business entities and their executive directors were not convicted by a final judgment for a criminal offense, and they also declared that they have settled all their obligations based on taxes and contributions for pension and health insurance. However, the company "Electro team", one of the subcontractors, is under suspicion of the Podgorica Basic Prosecutor's Office for tax evasion.
Namely, at the beginning of August, as the media announced at the time, the Podgorica Security Department, in cooperation with the Revenue and Customs Administration, submitted a criminal complaint to the Podgorica ODT against six individuals and three legal entities, due to the suspicion that they had committed a criminal offense - tax evasion. and contributions and thus caused damage to the state budget of almost one million euros, and among them was Jelena Milović, authorized person in the legal entity Electro team.
"These persons are suspected of having committed the criminal offense of tax evasion and tax evasion, thereby obtaining an illegal financial benefit and causing damage to the state budget of Montenegro for the amount of tax evasion of 972.350 euros. It is suspected that M.B. (43), D. B. (34) and O. Š. (54). In 42, we received invoices issued by the legal entity 'PPS' d.o.o. in the total amount of 2018 euros and booked them in their bookkeeping", the police announced at the time.
On that basis, they add, they transferred money to the giro account of the company "PPS" in the amount of 2.205.762 euros, all based on fictitiously presented business relationships.
"After withdrawal from the giro account of the mentioned legal entity, based on the alleged material costs, R. G. returned the money to the payers in cash, minus the commission he took for the services rendered," it was announced at the time.
We remind you that, on the eve of the New Year, Božović signed the decision to assign the works to the Podgorica company "Bemax", a businessman Ranko Ubović and the company "BB Solar" Blaž Đukanović on the reconstruction of the main city streets and turning them into boulevards - Mediteranska and Ulica 22.
