A tender of half a million euros was announced at the beginning of December last year by JP "Morsko dobro" from Budva for the overhaul of the ferry "Thirdest August" failed because no bids from interested shipyards were submitted by the deadline for applications on January 9 at 11 a.m.
Therefore, the director of "Morski dobr" Mladen Mikijelj was forced to make a formal decision on canceling this public procurement the very next day - January 10.
This means that "The Thirtieth of August" will remain out of use for the time being, because in order for that ferry to start transporting vehicles and passengers again on the Kamenari-Lepetane line, the ship must first be overhauled and then undergo a technical inspection for the restoration of the so-called. class, that is, get a new certificate of technical correctness and seaworthiness, which should be issued by the Technical Inspectorate of the Maritime Safety and Port Management Administration of Montenegro.
This also implies the launching of a new tender for the selection of the shipyard that will overhaul this more than half a century old ferry, with a certain significant increase in the estimated value of that work, given that none of the shipyards in the Eastern Adriatic region found the calculation that everything that "Morsko Dobro" stated in the specifications of the works on the failed tender, he did for only half a million euros what the Budva JP had foreseen for that purpose.
By the way, the value of the failed tender for the overhaul of the "Third of August" of half a million euros, is only 69.000 euros lower than the amount for which "Morsko dobro" bought the ship at the beginning of March last year from the small private company "ABM Tours" from Neviđan in Croatia . "Morsko dobro" bought this dilapidated and poorly maintained ferry from that company for 569.000 euros, under circumstances that have been under investigation for months by the Special State Prosecutor's Office.
In the canceled tender, "Morsko dobro" expected the ship repairers to perform standard dock work on the "Thirtieth of August" for half a million euros, which are carried out on the underwater part of the ship's hull, patch the hole, that is, repair the damage to the hull that the ferry has in the area of the dry tank on aft part of the ship, replace the complete fenders on the left and right side of the ferry, replace worn sheet metal in ten places on the ship's hull and deck and install new sheet metal inserts with a total weight of 0,8 tons, repair leaks in the exhaust systems of the ferry's main and auxiliary engines which apart from the usual way - through the ship's chimney, exhaust gases are released into the ventilation system and the ship's engine room itself, replace the worn-out suction and discharge pipes of cooling water for the engine room, overhaul the ferry's existing fire pump because it does not provide the necessary pressure, inspect and replace the bearings of the axle lines that they overheat...
It was planned that during the overhaul of the "Thirtieth of August" the mast-supporting towers on the bow and stern of the ship would be dismantled, and completely new protective boxes for the hydraulics of the bow and stern loading ramps for vehicles would be built and installed on the ship. It was requested that according to the dimensions of the existing ones, new boarding ramps with associated connections should be built and installed on the ship.
According to the original plan, the renovation was supposed to last a month. If "Morsko dobro" immediately begins preparations and calls for a new tender for the repair of this ferry, receives an adequate offer and without complaints from other possible bidders chooses the shipyard to which it will send the "Thirdest August", it is certain that the ferry will not be used for at least another few months put back into use, and that on the line across the Verige Strait, "Trideseti August" could, at best, set sail only just before the main summer season.
Whether it will be so, will be known only after the management of "Morski Dobr" makes a new, obviously significantly higher cost calculation for the overhaul of that ship and calculates whether it is more worthwhile for them to invest such large sums of money in this ship or they give up on the "30th of August" and sell the ferry "by the kilo" - for cutting into scrap metal.
"The 41th August" is a ferry with a capacity of 304 vehicles and 65 passengers, it is 11,7 meters long and 1970 meters wide, and it was built back in 1.000 in Sweden. It is powered by four Scania diesel engines with a total power of 21 horsepower via two special VSP, i.e. Voith Schneider propulsion. The validity of the second temporary seaworthiness certificate issued to that ship last year by the Technical Inspectorate of Navigable and Floating Objects of the Maritime Safety and Port Management Administration of Montenegro expired on October XNUMX last year.
The day before, "Morsko dobro" pulled this ship out of traffic and moored it in Lipci, where the ferry has been lying in the so-called for several months. unfolds and collapses more and more.
