The Podgorica company "Inženjering put" did not receive the consent of the Capital of Cetinje for the use of the local road to the site of Milošev krš where they plan to build a quarry, because the conditions on that section are not suitable for simultaneous regular and heavy freight traffic.
This opinion, as they officially told "Vijesta" from Prijestonica, was given by the Secretariat for Housing, Communal Affairs and Traffic. They explained that "Inženjering put" wrote a letter in order to use the existing road to this location.
It is a country road about three kilometers long, which separates from the Podgorica-Cetinje highway near the village of Bokovo.
"The secretariat has given an opinion that the technical exploitation characteristics of the local road are not satisfactory, and that in such a condition, in addition to vehicle traffic, it cannot be used for heavy freight traffic, which is inherent in the performance of the aforementioned concession activity," states the answer of the Capital.
In February 2022, at the proposal of the then Ministry of Capital Investments (MKI), the government passed a concession act for detailed geological research and exploitation of mineral raw materials for the Milošev Krs site, after which a tender was announced and in August of that year a concession agreement was signed with the Podgorica company "Inženjering put ".
Locals of Kosijer, Bokovo, Đinovići and the surrounding Cetinje villages have been opposing the construction of this quarry for some time, and the reasons for this, as they previously told "Vijesta", are the danger of dust, exhaust gases, heavy machinery, noise and the destruction of the local road.
According to the report of the Commission formed by the Environmental Protection Agency (EPA), the Elaboration on the Environmental Impact Assessment for the stone quarry on Milosevo Karst cannot receive a final assessment because it lacks data on the relocation of transmission lines, the consent of competent institutions for the use of local roads and urban planning technical conditions (UTU) for the access road to that location.
The Secretariat, as they said from Prijestonica, believes that in order to perform the concession work, the prescribed technical and operational characteristics of the road should be met, that is, the part of the road from the Cetinje-Podgorica highway to the Milošev Krs location should be reconstructed. This, as they stated, requires compliance with the prescribed procedures for obtaining a UTU for the preparation of technical documentation, resolving property-legal relations and obtaining consent from the authorities.
They explained that "Inženjering put" also requested consent for the connection of the access road to the existing local road. The Secretariat pointed out that the traffic conditions are issued in the process of issuing the UTU for the construction or reconstruction of buildings and that they are mandatory for the development of the main project. Only after that, the revision of the main project is started and approval is obtained.
"This means that this authority can issue consent for the connection of the access road to the Milošev karš site only after the main project has been drawn up and a request has been received from the auditor", explained Prijestonica.
"Vijesti" also asked one of the residents of the village of Đinovići, Nikola Adžić, about this decision.
He stated that they were expecting a response that was positive for the locals and that they expected the EPA to reject the project and put an end to the story about the quarry after the deadline for the evaluation of the Elaborate expired on February 15.
Residents of local villages who oppose the construction of the quarry have so far filed criminal charges with the Special State Prosecutor's Office (SDT), have written to international organizations, embassies and formed eco-patrols in case the concessionaire with machinery enters their area. In the meantime, the Assembly of the Capital has passed conclusions demanding that the EPA stop all procedures related to this study and called on the Government and previously the MKI to initiate procedures for the termination of the concession contract.
