The councilors of the Municipal Assembly of Pljevlja, without discussion, adopted today the Decision on revoking the decision to grant the use of real estate to the Sports Fishing Club Lipjen, to which the then local administration in 2019 ceded the use of a pond in the city park of Vodice free of charge.
The councilors of the parliamentary majority voted for the decision, while the opposition councilors of DPS and the Bosniak Party abstained.
The decision was adopted with an amendment by the mayor of the municipality, Dario Vraneš, to postpone its implementation until December 31 of this year, in order to show good will, as explained, and to prevent damage to Lipjan.
In the explanation of the decision, it was stated that the earlier decision is invalidated "in order to achieve the prevailing public interest of the local community".
The President of the Municipality, Dario Vraneš, said that no one is against hatcheries and ponds in Vodice.
He said that the previous contract signed by one of the previous mayors was illegal.
"I will not sign any contract that is illegal. My position is that everything must be framed in law. All fishermen and all citizens must benefit from the hatchery, and there must not be any privileged ones. The citizens elected us to work according to the law and protect the property of the municipality of Pljevlja. "A couple of individuals cannot get the ownership of the municipality of Pljevlja for use without a public competition", said Vraneš in his short address to the councilors.
The member of DPS, Saša Ječmenica, asked who invested in the reconstruction of the pond and whether the municipality gave consent for it to be done.
"I am asking this so that tomorrow there would be no claim for compensation for investments, which there obviously were. Did the tenant act conscientiously during the contract and did he inform you that he would invest 50 or 100 thousand and the municipality gave him consent", he asked Barley, proposer.
He also asked whether a contract with Lipjena must be signed, which will be valid until December 31, given that the previous one expired in the middle of last year.
"You lightly assessed that something is unconstitutional and illegal, and on the other hand, you give the same basis to the president of the municipality to conclude the contract and cover the period from July 23.7, 2023 to December 31.12, 2024," Ječmenica said.
Negica Manojlović from the Property Directorate of the Pljevlja municipality said that the local administration approved the reconstruction of the pond at the request of SRK Lipjen.
"The municipality was obliged to grant the user reconstruction in the amount of no more than 15.000 euros," said Manojlović.
The Assembly also adopted the Work Program of the municipal enterprise Vodovod with the conclusions proposed by the Democrat councilor Milojica Tešović.
"The Board of Directors of the Water Supply Company is tasked with adopting a remediation program that would carry out a detailed analysis of the business with a proposal for measures to remediate that situation.
Since Vodovod's problems did not start yesterday, they already existed earlier, we propose to conduct an audit of the material and financial operations for the last five years and that the municipality of Pljevlja be the one responsible for the work", were the conclusions proposed by Tešović.
He said that Vodovod is in a very difficult situation "which has recently culminated to the extreme".
"It is inadmissible that the work program of Vodovod does not mention the difficult situation in this company in a single sentence. The program simply lacks an analysis and proposal of measures that should be taken to remedy this situation. The program was made as if it were a regular situation, but it is extraordinary in many ways," said Tešović.
In the Work Program of the Waterworks, an annual income of 2.03 million euros is foreseen, of which the income from water is only 1.13 million euros. 1,52 million euros will be spent on employee salaries, which is 75 percent of the total costs.
"From this, we can conclude that the salaries of the employees cannot be paid from the current business," said Tešović, whose party was entrusted with the management of Vodovod.
He pointed out that the accumulated loss of Vodovod at the end of last year was 2,85 million euros, and the total liabilities were around 3,3 million euros.
The Assembly adopted a decision to increase the premium for milk from five to seven cents to producers who deliver milk to dairies in Montenegro.
The Assembly approved the election of the directors of the Center for Culture and Local Roads, Slavko Tošić and Darko Gačević.
The members of the local parliament did not discuss the increase in the prices of parking services up to 60 percent today because the proponent company Čistoća withdrew this decision.
The decision to erect the memorial was also withdrawn, because by the beginning of the session, even though it had been announced, the Ministry of Culture had not submitted the necessary consent.
