Members of the Pljevlja Parliament will most likely support the proposal of the President of the Municipality of Pljevlja today Daria Vraneš to terminate the contract with the Sports Fishing Club (SRK) "Lipljen", whose administration he led Mirko Djačić In 2019, the pond in the city park of Vodice was ceded for use free of charge.
"Lipljena" was given a pond building with an area of 82 square meters, a yard of 500 and a meadow with an area of 336 square meters.
The fishing club established a hatchery in Vodice for the production of native brown trout of the Black Sea basin, and about 50.000 euros were invested in its equipment.
Councilor of Nova Bozidar Jelovac he said that the adoption of the decision will be preceded by the submission of an amendment that will postpone the implementation of this decision until December 31 in order to leave a deadline to publish a public advertisement for the management of the hatchery.
"The public has created an image that someone wants to destroy the hatchery, which is not true. The previous decision, which has since expired, was illegal because in that decision it is written that SRK 'Lipljen' is given free of charge for use without the right of transfer to third parties, and they transferred the management to DOO 'Lipljen', which they founded in the meantime , based on the Annex to the contract they signed with the previous mayor Igor Golubović, which was not approved by the Pljevlja Municipal Assembly. You can no longer give away that space for free. Everyone will have the right to participate in the bidding," Jelovac said.
Predrag Pupović, the founder and member of the Assembly of SRK "Lipljen" believes that the hatchery will not be taken from the fishermen by the councilors or the mayor of the municipality, but the hatchery was taken in 2021 by the Management Board of SRK "Lipljen" headed by the president of the club Vasa Knežević, who founded DOO "Lipljen" as a private company.
He said that the Assembly of SRK "Lipljen" did not make a decision on the establishment of DOO "Lipljen" and that they are not provided with financial reports on the work of the Club and the newly established company.
"It was ordered to audit the account through which millions of euros were transferred, and for the last six years, when the club has been run by that interest group, it stopped it and put us in a situation where we reasonably suspect that something is wrong," Pupović said.
He also said that it is less bad for Pljeval fishermen and fish if the hatchery leaves, than if the hatchery continues to be managed by the people who are currently doing it.
Vaso Knežević said that DOO "Lipljen" was founded by SRK "Lipljen", because by law he had no right to engage in aquaculture.
Professor at the Faculty of Science, ichthyologist Danilo Mrdak, considers that the Municipality does not have the capacity to take over the pond and continue to function smoothly, because the hatchery has the same conditions as a maternity ward.
"I guarantee that there will be nothing left of the roe and fry that are there, if the municipality takes over, within a week," said Mrdak recently at a forum in Pljevlje where the fate of the hatchery was discussed.
He also claims that there is no financial interest in this business and that it would be a great loss for Pljevlja and Montenegro to destroy the hatchery in Pljevlja.
"If the municipality can live off the Coal Mine and the Thermal Power Plant and if they care about the ten thousand euros of profit that remains after paying the wages to the workers, that should also be given to the municipality, but the hatchery should survive because it is useful in the long term. About ten people live from it," said Mrdak.
In the explanation of the Decision on invalidating the decision on granting the use of real estate to SRK "Lipljeno", it is stated that this is being done "in order to achieve the overriding public interest of the local community".
In the contract signed in February 2019 by the then mayor of the municipality Mirko Đačić and the president of SRK Lipjen Vaso Knežević, it is stated that the user is obliged to return the immovable property to the municipality, if there is a need to use the immovable property in question for the predominant public interest of the local community within the agreed period.
The immovable property was given to the use of "Lipljen", as specified in the contract, for the purpose of putting the pond into operation as a hatchery, breeding fish for stocking the waters of Pljevlja, all with the aim of sustainable use, protection, preservation and improvement of fish and other aquatic organisms in the fishing water, and on basis of the Opinion of the Faculty of Science and Mathematics of the University of Montenegro.
The real estate is given for use for the period of validity of the Agreement on the transfer of the fishing fund for use from July 20.7.2017, 20. year, which the user concluded with the Fisheries Directorate of the Ministry of Agriculture and Rural Development of Cme Gore, i.e. until 7 July 2023.
Article 4 of this Agreement stipulates that the immovable property is transferred to the user free of charge and that the right of use cannot be transferred to a third party, but the Annex to the Agreement dated January 15, 1 stipulates that the immovable property in question can be transferred to a third party by the Agreement .
"And to the limited liability company "Lipljen" Pljevlja, whose founder is SRK "Lipljen" from Pljevlja. The Annex to the Agreement was concluded at the request of SRK "Lipljen" due to the fact that aquaculture activities cannot be carried out by sports clubs (Article 53 of the Law on Freshwater Fisheries and Aquaculture), but only by economic entities, so this sports club established a business company - a limited liability company. "Grey". The Municipal Assembly of Pljevlja, in accordance with the Statute, is the competent authority for the disposal of immovable and movable property over which the municipality exercises ownership rights. By the original Decision, the real estate in question was given to SRK "Lipljen" Pljevlja for use without compensation, and by the Annex to the Agreement, without the decision of the Municipal Assembly, that right was transferred to DOO "Lipljen" Pljevlja. Since it was determined from the Annex to the Agreement that the real estate in question is being used by DOO "Lipljen" Pljevlja, contrary to the Decision on granting the use of real estate to the Sports Fishing Club "Lipljen" Pljevlja, therefore the President of the Municipality of Pljevlja, as an authorized proposer, proposes to the Assembly of the Municipality of Pljevlja to pass a Decision on the force of the Decision on granting the use of immovable property to the Sports Fishing Club "Lipljen" Pljevlja for the purpose of achieving the predominant public interest of the local community", it is stated in the proposal of the Decision on revoking the Decision on granting the use of immovable property to SRK Lipjen.

"A tycoon who has money would call, and we know which group is behind it. A public auction would be opened and someone would match it with the money and it would be over. "Nobody can take the fishpond because SRK "Lipljen" has been given the management of the fishing waters for the next six years," said Selmanović.
He also claims that the owner of the pond is the state of Montenegro, not Pljevlja, and that the area was given to the municipality for use.
"We received it for use from the municipality in order to protect it, so that it does not go into private hands."
He also said that the current value of the pond is about half a million euros and called on all those who have doubts about the operation of the hatchery to file a lawsuit and report to the inspection.
