In the package with the five-year program of temporary facilities, there was information on the need to conclude an annex to the contract on the use of beaches, swimming pools and locations for the installation of temporary facilities and a price list of initial fees for the use/lease of marine property.
"Vijesti" sources said that Odović's proposal was opposed by the Deputy Prime Ministers Aleksa Becic (Democrats) and Nick Djelosaj, who said at the session that these documents did not even pass the Government Commission for Economic Affairs and the Financial System (KEP).

"Although Odović's proposal was also defended by the Minister of Tourism Vladimir Martinovic from among the Democrats, the proposal was removed from the agenda. During the adoption of the agenda at the Government session, Odović's proposals were not among the documents, but were included halfway through the session. This immediately aroused the suspicion of Bečić and the other ministers, because it was a document that had not even passed the KEP, which Đeljošaj confirmed at the session. According to "Vijesti" sources, the position of the Democratic ministers is that all existing contracts are annexed, that there are no new temporary locations or new beaches.
"It became a problem, which is why an increased number of temporary locations and new beaches appeared. The position of the Democrats is explicit that only after the season should an analysis be carried out and a new Program of temporary locations, the Atlas of Swimming Pools, created. It was also problematic that among the 16 swimming pools there were also three in Budva, which would mean that the tenders would be announced at the time of the elections", the source of "Vijesti" explained.
After the discussion, Odović's proposal was removed from the agenda and will have to go through KEP first, according to "Vijesti" sources. Another interlocutor said that the minister himself asked for this item to be postponed, "even though everything could have been adopted at this session".
Odović proposed to the Government to adopt the Program of temporary facilities for the period from 2024 to 2028, which was prepared by Morsko dobro, and according to which, compared to the previous five-year program, which expired at the end of last year, there are 18 more locations and the increase mainly refers to Tivat area. Odović's proposal is that the new 16 beaches should only be given to a tender that would be realized next month, and that all other bathing areas with temporary facilities should be prepared by the old tenants by May 1. "Vijesti" yesterday asked Odović's department how it is possible that these tenders can be conducted until the beginning of the season, while the tenders related to the locations used by the old tenants of the beaches cannot be conducted. The price list of initial fees for the use/lease of marine property, according to which the prices have been increased compared to the valid one, was prepared by Maritime Property and approved by Odović's department.
When asked how tenders can be conducted for new beaches, and not for old ones, the Marine Dobr said that they will respect every decision of the Government, and if tenders are announced now for all 580 bathing areas for which annexes are proposed, there is no time to implement the tender procedures until May 1, which would jeopardize the season, because the beaches would not be ready to welcome tourists.
The government will determine the prices for the old tenants
They explained that the tender for 16 bathing areas must be carried out, because they are completely new beaches and have not had tenants until now.
When asked whether the rent during the annexation of the contract will be calculated according to the new price list, by which the fees for the assignment of parts of the coast are increased compared to the previous one, Morski Dobr points out that in this case the Government will decide and they will apply it.
"Vijesti" announced that in the information, Odović's department states that the Marine Department submitted the proposal for the program of temporary facilities to them on March 5 and that after a detailed analysis it was concluded that it could not be implemented until May 1. It was clarified that Morsko dobro corrected the proposal to a significant extent compared to previous solutions, in such a way that the total number of beaches and swimming areas was increased.
"Analyzing the time frame in which it is necessary to carry out the complete procedure, which refers to the preparation and implementation of activities related to the public tender, the conclusion of individual contracts, as well as the preparation of beaches, swimming pools and temporary facilities, it was concluded that this exceeds the required deadline (1 . May)", the information reads.
As it is clarified, existing bathing areas, beaches, as well as locations for the installation of temporary facilities will be included in the annexes, while newly planned beaches, bathing areas and locations for temporary facilities will be included in the tender that will be implemented by Morsko Dobro.
The Ministry reminds that on March 25, the Management Board of the state-owned enterprise adopted the Price List of initial fees for the use/lease of marine property, i.e. for the installation of temporary facilities, mooring of vessels, and at the same time it is the basis for determining the initial fees/lease fees for the assignment of beaches and bathing areas through a public tender. or other forms of assignment.
"Analyzing the fees so far, it was determined that they do not match the real situation on the market, and the type of land in question was especially taken into account. Appreciating the overall situation in our country, the environment and globally, it is determined that inflationary trends have caused a significant increase in prices in their field of business," the document states.
According to the information, after the end of the summer season, the Ministry will, as stated, carry out all the necessary activities in order to implement the new point policy, the new program of temporary facilities in the marine area and the new document that will define beaches and bathing areas. . The intention is to adopt a plan of activities for the implementation of details from these documents by the end of October.
