The Ministry of Agriculture, Forestry and Water Management has published an advertisement for the construction of an agricultural house in Pljevlja, which will be built in the settlement of Potrlica, not far from the bypass road to Prijepolje. The earlier estimate was that the construction would cost around 880.000 euros.
Those interested can submit their offers until June 4 or 5. The project will be implemented with the support of funds from the MIDAS 2 project. The House of Agriculture will be built on state land near the "Laco Elektro" store.
The House of Agriculture, the construction of which will most likely start this year, will house state institutions and services that have their branches in Pljevlje, and which do not have a permanent solution to the issue of business premises, as well as local agricultural services. These institutions include the Ministry of Agriculture, Forestry and Water Management - regional office of the Directorate for Payments, advisory services, which are currently in rented premises, inspectors for agriculture, forestry, inspectors of the Administration for Food Safety, Veterinary and Phytosanitary Affairs, veterinary and phytosanitary inspectors and the Secretariat for agriculture, tourism and entrepreneurship of the municipality of Pljevlja.
"Construction of the space would permanently solve the problem of housing state and local agricultural services and eliminate rental costs. All local and regional agricultural services would be in one place, which would be of great importance for farmers and enable them to fulfill their requests and obtain the necessary information more easily and quickly. The need for space is defined at around 650 square meters of gross area, while the budget, which includes the creation of the conceptual and main project and supervision work on construction works, revision of the main project, construction works, landscaping, which includes the creation of parking lots, traffic connections and access roads and equipping the regional office of the Directorate for Payments with furniture and IT equipment, estimated at 888.100 euros", it is stated in the Information on the construction of the House of Agriculture of the Ministry of Agriculture.
The Ministry of Agriculture, Forestry and Water Management has obtained the opinion of the Ministry of Finance and the necessary planning documentation, i.e. urban planning and technical conditions for the construction of the facility under the DUP "Potrlica" project.
"On the basis of the initiative of the Ministry of Agriculture, Forestry and Water Management from October 7, 10 and in communication with the management of the municipality of Pljevlja, information was obtained about a possible location for the construction of an agricultural house/regional office... According to the DUP Potrlica, the construction of buildings is planned on the plot with about 2021 square meters (basically 1.700-650 square meters), which is enough for our project and any additional facilities. For the construction of the regional office/house of agriculture, a part of the plot recorded in the DUP "Potrlica" as urban plot 700 would be used", according to the information prepared by the Ministry of Agriculture.
The leadership of the municipality of Pljevlja, as it is added, expressed its willingness to "provide assistance in this project and exempt the investor from paying the fee for communal equipment" within its competences.
"In a letter dated July 27, 7, the municipality informed the Ministry that it will provide the necessary permits that are issued at the municipal level and exempt the facility from paying fees for communal equipment of construction land, all local taxes and real estate taxes," the information states.
The Ministry of Agriculture, Forestry and Water Management, in accordance with the Action Plan for alignment with the legal acquis of the European Union, plans to open six regional offices in Bijelo Polje, Berane, Podgorica, Nikšić, Pljevlja and Bar.
"Montenegro, i.e. the Ministry of Finance and Social Welfare as a signatory and the Ministry of Agriculture, Forestry and Water Management as a beneficiary, signed on March 8, 2018 with the World Bank the Loan Agreement for the implementation of the second Project of Institutional Development and Strengthening of Agriculture of Montenegro (MIDAS 2 ). The goal of the project is to improve the competitiveness of the agriculture and fisheries sector in Montenegro through improved state support in Montenegro in accordance with the requirements for EU accession... As a result of the activities, in the period November 2018 - March 2020, in Bijelo Polje, after the reconstruction and equipping of part of the facility, the first regional office was established. Within the same building, advisory services in plant production, livestock selection services, administrations for food safety, veterinary and phytosanitary affairs, as well as inspection services are located," the Information states.
