The government adopted the information on the allocation of one-time aid to the employees of the "Simo Milošević" Institute in the amount of 1,13 million euros. The Government said that, appreciating the situation in which the employees of the "Simo Milošević" Institute find themselves and the importance of continuing the continuous provision of health services, as well as the need to preserve human resources and the potential of employees, they instructed the Ministry of Labor and Social Welfare to pay the representative trade union organization of the Institute 1.136.000 .XNUMX euros, as a one-time aid to employees.
"Also, the trade union organization is in charge of informing the government about the payments made to the employees of the Institute", the announcement says.
The government also adopted the information on giving consent for the conclusion of the investment loan agreement "Žičare Kotor - Lovćen", and gave consent for the conclusion of the investment loan between the concessionaire and the priority lender.
The loan in the amount of up to three million euros, as stated in the material, is taken for the purpose of building equipment for the mountain bobsled project and other contents.
At today's session, the government also adopted information on the starting points for concluding a loan agreement for the financing of the Montenegrin railway improvement project between the European Investment Bank (EIB) and Montenegro and accepted the proposal for a draft loan agreement.
It is clarified that the budget law for this year provides that the state can borrow for financing projects through credit arrangements, among other things with the EIB for the needs of the railway infrastructure of Montenegro and the maintenance of railway rolling stock.
As it is added, the state can borrow up to 13 million euros for the financing of the railway overhaul project, the rehabilitation of 40 steel bridges and tunnels, as well as for the modernization of depots and workshops.
It is stated that the implementation of these projects should contribute to the removal of speed limits, improvement of infrastructure reliability, reduction of infrastructure maintenance costs, improvement of safety on a 20-kilometer track section, and improvement of capacity for modern maintenance of locomotives and wagons.
"Given that the investment grant allocates funds to finance 50 percent of the project's value, the preparation of contractual documentation and negotiations on concluding a loan agreement with the EIB, in the amount of 50 percent of the estimated investment value, have been started," the announcement states.
The Government said that the total amount of the investment was estimated at around 80 million euros, of which 35,5 million would be allocated as a grant from the available funds of the European Union and financed within the framework of the Investment Framework for the Western Balkans, by concluding a loan agreement with the EIB.
It is stated that 40 million euros would be provided by Montenegro through a loan, while 4,5 million must be provided from its own resources.
The government adopted information regarding the execution of the decisions of the Constitutional Court, which obliges the Ministry of Finance to pay compensation in the non-taxable amount of two thousand euros to each applicant of the constitutional appeal - the bankruptcy creditor of the bankrupt company "Radoje Dakić" in the name of non-material damages, due to the violation of the constitutional and convention rights.
In this context, the Government instructed the Ministry of Finance to pay two thousand, 140 thousand and 626 thousand euros from the current budget reserve based on three decisions.
The government accepted the Proposal for extending the validity of the state guarantee under the credit arrangement between Prva banka and the Housing Cooperative of Education Workers of Montenegro "SOLIDARNO" Podgorica.
"As the loan is due in full on April 30, 2024, it is necessary to extend the loan repayment period, as well as the validity period of the guarantee until December 31 of this year," the announcement states.
