The candidate for councilor from the list "Cist izbor - Petar Odžić" (SDP, SD, LP and citizens) Slavko Đukanović appealed to amend the law on financing local self-government as soon as possible, as well as to amend the unconstitutional norms that degrade the municipalities of the southern and central regions. .
"The municipality of Budva alone loses three million per year due to this law on the basis of personal income tax and tax surcharges! One of our suggestions will be to restore the norm in which 50 percent of the lease in the marine property zone goes to local governments, and in this way we enable additional funds for investment in that zone, but strengthen decentralization! Also, we will initiate that at least two percent of VAT is returned to the budgets of local governments! It was enough to just take from Budva, for Budva to fill the state coffers, without receiving a single cent in the capital budget of the state in return. If a part of the VAT was returned to the Budva coffers, Budva would have a hospital, a court, a home for the elderly, a cultural center, and many other facilities! By coming into power after the 26th with the Union of Municipalities, we will initiate all these changes, and thus secure additional funds in the budget of Budva!", announced Đukanović.
