"Monte-team" to design part of the highway, an offer worth almost five million euros

Monteput" chose the offer of the "Monte-team" consortium, which is worth 4.865.748 euros, as the most favorable in the tender for the preparation of the conceptual project for the Andrijevica-Berane-Boljare highway section. This section of the Bar-Boljara highway is about 50 kilometers long and leads to the border with Serbia.

The decision was published on May 7 on the website of Montenegrin Electronic Public Procurement (CEJN), and appeals can be submitted to the Commission for the Protection of Rights in Public Procurement Procedures for another seven days. The state-owned "Monteput" announced this tender on January 31, and its estimated value was 4,95 million euros. The consortium "Monte-tim" consists of the Belgrade company "Saobračajni Institut CIP" and "DB inženjering", the Podgorica occupational, fire and environmental protection company "Sigurnost", "Geo max" and "Geoprojekt" from the same city, as and the company "Lavian inženjering".

The designer must prepare a conceptual project that, in terms of content, scope and technical solutions, provides all the data and conditions for the execution and completion of works, procurement, installation of equipment, trial work and tests.

"This section is a vital step in infrastructure development, promising to improve the traffic network and regional connectivity. The route Belgrade - South Adriatic is a branch of the trans-European highway (TEM), which connects the main route of the TEM (from Gdańsk to Athens and Istanbul) in the territory of Montenegro with the Adriatic Sea. The Bar-Boljare highway is a part of the TEM route through Montenegro", they said earlier from "Monteput".

Since January, the tender for the conceptual project has undergone several changes to the documentation, which is why the company "AG UNS Architectural and Construction Institute" filed a complaint in mid-March. They pointed out that "Monteput" did not prescribe the mandatory conditions according to the law, but also that the changes to the tender from the beginning of March did not harmonize the project task with the conditions from the documentation. At the end of March, the commission rejected the appeal as untimely and unfounded.

In addition, the joint offers of the companies "Civil engineer", "IGH", "Geotechnics Projects & Consulting" and "Viamonta", as well as the company "MHM-projekt" with subcontractors, were excluded from this tender. The offer of the company "Građevinski Institut Makedonija" with subcontractors is also excluded.

The Andrijevica-Berane-Boljare section leads to the border with Serbia, from where the highway would continue towards Požega and further towards Belgrade. In March 2022, Serbia made official the start of the construction of its last section towards Montenegro, Požega - Duga Poljana, with a completion date of four years.
