Vice President of the Municipality of Budva Jasna Dokić, at the proposal of the municipal Commission for the implementation of the public procurement procedure, it made a decision to declare the "Asphalt concrete construction" bid the most favorable, thus another in a series of investment projects worth half a million euros was awarded to that Podgorica construction company.
It is a tender for the selection of bidders for the rehabilitation of existing roads in the Budva municipality.
As written in the decision signed by Dokić on May 17, which "Vijesti" had access to, the offer of "Asfalt beton gradne" is "the only, most favorable and first-ranked".
The estimated value of the public procurement was 516.528 euros, which is the amount of money foreseen from the city coffers. The construction company's offer was 516.427 euros.
It is only one of a series of contracts concluded in the past five years, worth several million euros, first during the administration Marko Bata Carevica, and then continued during the administration Milo Božović, and also in the past year, since he has been in the investigation cell in Spuška.
"Asfalt beton gradne" boasted that he had been engaged by the Municipality for the past three years when submitting an application for the tender, which was stated in the decision as one of the reasons why they were awarded the job again.
"In the reference period of three years, Asfalt beton gradnja has experience in quality and successful performance of the same or similar works in the field of public procurement," the decision reads, and lists the works that this company received from the Municipality in the past few years.
The first contract listed is the one from April 2020 worth 322.098 euros for the rehabilitation and modernization of city roads and local roads. Then the rehabilitation and modernization of sidewalk surfaces and road curtains worth 222.620 euros, implemented in November 2021. There is also a contract from June 2022 concluded with the Municipality of Budva for the rehabilitation of existing roads worth 164.875 euros, as well as a contract worth 497.824 euros implemented in the period from October 2021 . until May 2022, also for the rehabilitation of existing roads.
The contract implemented in the period from December 2021 to May 2022 worth 389.926 for the construction of a roundabout in Budva, as well as the contract implemented in the period from May 2020 to March 2021 with the Municipality of Budva worth 578.483 euros for the rehabilitation of existing roads in the territory municipalities.
They also boasted about the contract, which was realized in the period from February to June 2022, worth 179.094 euros, where the operatives of this company built a pedestrian walkway.
The imprisoned President of the Municipality Milo Božović, at the proposal of the Municipal Commission for the Implementation of the Public Procurement Procedure, made two decisions in December of last year by which the Podgorica company "Asfalt beton gradnja" is entrusted with the execution of works on investment maintenance of the city's infrastructure, as well as the construction of a road in the Blizikuće settlement above Saint Stephen.
Both decisions were signed by Božović on December 5 in the Spuška cell of the Investigation Prison.
The offer of "Asphalt-concrete construction" was the only one and ranked first in the process of selecting the most favorable bidder for the execution of works on investment maintenance of the city's infrastructure. The estimated value of the public procurement is 322.314 euros.
In the second tender for the selection of the most favorable bidder for the construction of the road with accompanying infrastructure, "Asfalt-beton gradnja" submitted a joint bid with the companies "Đurković" and "Breznamont" from Nikšić, "Tofi" from Rožaj, "Hidromont inženjering" and "GeotinMNE" from Podgorica. . The value of the offer was slightly more than one million euros.
Carevic's company was a subcontractor, Katnić rejected the application
The engagement of that company was questioned by the Network for the Affirmation of the Non-Governmental Sector (MANS), which in May 2020 submitted a criminal complaint to the Special State Prosecutor's Office against the then mayor Marko Carević, accusing him of assigning the asphalting of roads to the Podgorica company "Asfalt Beton", so that his company "Carinvest", as a subcontractor, performed a million-dollar job.
At the time, MANS published information that Tsarević concluded as many as 11 contracts with the Podgorica company Asfalt beton gradnja, with a total value of almost two million euros, and that the company used the machinery of Tsarević's private company to carry out the works. SDT was then provided with extensive documentation with photographs, which show that the construction operatives of "Carinvest" were engaged in asphalting roads.
In October 2020, the Special State Prosecutor's Office, headed by Milivoje Katnić, rejected the criminal complaint filed by MANS against Tsarević for abuse of office.
