Monteput has announced a tender worth almost EUR 97, for the development of a conceptual solution for the Smokovac-Tuzi-Božaj expressway, in order to find the optimal route, develop this part of Montenegro, and connect the highway with neighboring Albania. That tender, according to data from the website of the Montenegrin Electronic Public Procurement (CeJN), will last until July 4.
This state-owned company has re-announced two previously canceled procedures for the development of conceptual solutions, namely for the Andrijevica-Peć and Andrijevica-Čakor highway sections, and the Crnča-Pljevlja-Goražde expressway. The value of these tenders did not change, so it remained at 120 or 205.700 euros.
The start of the Smokovac-Tuzi-Božaj section will be at the existing loop of the motorway in Smokovac, after which it will extend to the loop in the settlements of Dinoša and Vuksanlekići in the Municipality of Tuzi, and end in the wider area of the Božaj border crossing. This route is about 23 kilometers long. During construction, as stated, care must be taken of the location of toll plazas, ecological aspects, existing infrastructure, the Podgorica-Skadar railway, cultural assets, religious buildings, and especially the preservation of urban and valuable rural units, religious buildings, and possible archaeological sites. ..
"This conceptual solution will serve as a basis for determining and defining a more precise position of the route, as well as making a final decision regarding the rank and profile of this road, as well as defining a more precise position of the corridor of this road in the Proposed Spatial Plan of Montenegro until 2040. In the previous period, this corridor was treated as a highway route, that is, as part of the Adriatic-Ionian highway, for which a general project was completed in 2008. With this conceptual solution, this corridor should be examined as a high-speed road," the documentation says.
The company that gets this job will also have to submit an advance guarantee, a guarantee for the good performance of the contract in case of breach of obligations in the amount of 10 percent of the contract. In addition, before the preparation of technical documentation, he will have to conclude a professional liability insurance contract for damage that may occur to Monteputo and third parties, and hand over an insurance policy to that state-owned company in the amount of 100.000 euros.
"The contractual penalty for each day of delay is determined in the amount of 0,3 percent of the total contract price, with the total amount of the penalty not exceeding 10 percent of the contract value. If the executor, despite a written warning, is late with the completion of the conceptual design for more than 20 days compared to the agreed deadline, Monteput has the right to terminate the contract," the tender reads.

Monteput emphasized that the deadline for submitting bids for the conceptual solution for the Crnča-Pljevlja-Goražda section was shortened due to the implementation of the route in the Spatial Plan of Montenegro, so bids will be accepted until June 17. They pointed out that the interested companies are already familiar with the conditions because the tender has already been announced. It was previously announced at the beginning of March, and was later canceled at the end of May, after the bidders were excluded from the procedure. This 93-kilometer high-speed road should provide a high-quality traffic connection between Bijelo Polje (Crnča) and Pljevlja, and improve the connection with Bosnia and Herzegovina.
The tender for offers for sections of the highway Andrijevica-Peć and Andrijevica-Čakor will last until June 19. Monteput initiated that procedure at the end of February, but it was canceled in mid-May, after all bidders were excluded from the procedure due to improperly prepared and incomplete statements. The goal of creating documentation for this 27-kilometer long section, from the Bar-Boljara highway in Andrijevica across the border with Kosovo to Peja, is to determine its optimal corridor.
