A visit to the Logistics Center of the Post of Montenegro in Podgorica marked the final event of the Project of Establishing an electronic announcement system for processing data on shipments (Pre-arrival processing/PAP) in Montenegro.

As reported, during the visit, the management of the Customs and Post Office was presented with a new system for PAP postal items, which was established with the technical support of GIZ, through the program of the German Alliance for Trade Facilitation, and financed by the German Government.

The Customs Administration said that within the framework of the Project, conditions have been created for the digitization of processes in both postal and maritime traffic.

"It is expected that both components of the system - for data processing in postal and maritime traffic - will be in use from this fall," said the Customs Administration.

They added that one of the steps in the procedure that was eliminated through the project has already significantly reduced the time of customs clearance of postal items, and that, when the system is put into production, that time will be further reduced.

The Customs Administration reminded that the Cooperation Agreement between the Post Office and the Administration was signed last year, which strengthened their institutional cooperation and laid the foundation for the new system.

Acting Director of the Customs Administration, Vladimir Bulajić, pointed out that a number of activities were carried out within the project with the use of Slovenian experience and practice, and that the result of the project is a functional system, i.e. an application for advance notification of shipments that will speed up and facilitate the circulation of goods and customs procedures. .

He thanked GIZ for its cooperation and support, as well as the representatives of the Post Office of Montenegro, who were a reliable partner during the duration of the project.

As Bulajić stated, the completion of the project in a challenging time represents a success and the result of the joint work of both institutions and an important upgrade of electronic systems.

"The project introduces automated, paperless processing of data on goods, so this application will enable the exchange of electronic data before the shipment arrives in the country and ensure that the shipment is delivered as soon as possible to the final recipient via the Post Office. The transition to paperless business and digitization of customs procedures is something we strive for, following the example of modern customs services," emphasized Bulajić.

The executive director of the Post of Montenegro, Josip Djurašković, emphasized the importance of this project for the improvement of the services of the Post and stated that he is satisfied with the results achieved and the successful cooperation with all involved parties.

The project manager from GIZ, Snežana Vujanović, assessed that the completion of the PAP project represents a significant step forward for Montenegro in the modernization of customs procedures, improvement of efficiency, strengthening of transparency and simplification of procedures for legal trade.

She thanked the Montenegrin institutions for their constructive cooperation and contribution to the implementation of the project.

In addition to the establishment of the PAP system, more than 15 technical trainings and workshops were held within the project for the officials of the institutions that will use the systems.

Institutional representatives had the opportunity to visit Slovenia, participate in the WCO UPU conference in Tokyo, the WTO Global Forum, DHL, Deutsche Post, the Post Europe meeting in Rome, and host the customs services of Rwanda and Kosovo.
