The municipality of Budva, i.e. its Commission for the drafting and proposal of the Program of temporary facilities for the territory of the municipality of Budva for the period 2024-2028. sent a letter to the Ministry of Spatial Planning, Urbanism and State Property to allow them to extend the validity of the old program that expired at the end of last year, because the new ones failed to finish.
From the department Janko Odović is requested to act in the same way as in the case of the Public Enterprise for the Management of Marine Resources, when the Government made a decision to extend the validity of the old plan until the end of the year.
The intention of the Municipality was confirmed by the President of the Municipal Commission, Secretary for Investments Joko Popovic announcing at the meeting of the Coordination body for the preparation of the season in Budva, why the Program of temporary facilities has not yet been completed, and how the problem that has arisen should be solved.
"We sent a letter to the Ministry of Spatial Planning in which we requested, according to the system they gave to the Public Enterprise for the Management of Marine Resources, the annexation of the existing contracts, so that people could unhindered take out decisions for work, and the Municipality would not be deprived of a certain amount of income, which is not negligible. I hope that they will meet us and that we will annex the existing contracts. Draft program of temporary facilities 2024-2028. is under construction. I don't know what it is, but we received a huge number of requests. We already have about a hundred new requests to be included in the program. There is a lot of interest from the citizens, we can meet somewhere, we expect the government to be formed, because without the Municipal Assembly, the temporary building program cannot be adopted", said Popović.
Administration of the detained President of the Municipality Milo Božović it had until December 31 of last year, when the old five-year Program of temporary buildings expired, to create a new one and to get the green light from the Municipal Assembly. That did not happen, and currently in the city, not a single temporary facility, starting from the catering terrace, to the kiosk, but also the parking lot, is legal.
In February, Božović appointed a commission for the drafting and proposal of the Program of temporary facilities for the territory of the municipality of Budva for the period 2024-2028.
On the proposal of the Acting Secretary for Urban Planning, Božović made a decision appointing Acting Secretary for Investments Joko Popović as the president of the commission, the deputy president of the commission is the acting chief city architect Jelena Lazic, and the members are the acting secretary for communal housing affairs Srdjan Gregović, then Assistant Secretary for Asset Protection Đorđe Zenović, assistant secretary for urban planning Danijela Marotić, Acting Chief of the Municipal Police and Inspection Vladan Braunović, head of the Protection and Rescue Service Dragan Božović, Assistant Secretary for Investments Marko Asanović i Nikoleta Lutovac. Zenović retired from the Commission after being appointed as the holder of the list of Democrats in the elections.
A month ago, the vice-president of the Municipality Jasna Dokić said that the Temporary Facilities Program would be discussed at the public hearing, which did not happen.
In the meantime, the fair, which was held last year, was repeated on Budva's promenade, as temporary buildings began to spring up, as pointed out by the president of the MZ "Potkošljun" Ivan Markovic, especially pointing to examples of illegal installation of entertainment devices, better known as "pears", which are attached to public lighting poles. The municipal inspectorate removed seven entertainment devices from the promenade yesterday.
One of the sure reasons that the Municipality did not prepare the Program of temporary objects on time is the clear guidelines given to them by the Administration for the Protection of Cultural Properties, which presented to the Budva local government what should be done in order to protect the Old Town as a cultural asset.
First of all, the Municipality should remove the metal awnings from all the popular terraces around the walls of the Old Town, which the city authorities, who have been managing the city for eight years, allowed and which devastated the contact zone.
"Setting up immovable temporary catering facilities is not allowed within the boundaries of the cultural property and its protected environment. Concreting of the base for the installation of catering terraces is not allowed within the boundaries of the immovable cultural property and its protected environment. Within the boundaries of cultural assets and their protected environment, especially in the immediate vicinity, around and within the ramparts of the Old Town of Budva, it is necessary to define the appearance of the furniture of the catering terraces (parasol, accompanying furniture), in such a way that it does not compete with and does not diminish the values of the cultural asset, and with the aim of uniforming temporary buildings and furniture within the boundaries of cultural assets and their surroundings. When choosing materials for making the awning, foresee the use of easily collapsible and unfoldable materials for the construction, in combination with canvas in beige color without any company inscriptions or advertising inscriptions", it says, among other things, in the guidelines. Before the draft of the new temporary facilities program is put up for public discussion, the Municipality is obliged to first send it to the Administration for approval.
Zenović: The municipality loses 600.000 euros, the inspection looks away
The fact that the Temporary Buildings Program was not adopted, and that there are already illegal kiosks and everything else on the promenade, was commented on the Facebook social network by Đorđe Zenović, the holder of the list of Democrats in the elections, with the ironic comment that it probably did not affect the result of the election.
"Perhaps because of this, the Municipality loses over 600.000 euros, because anyone can "stab" a pear tree, kiosk, pub, merry-go-round, disco or zoo, attach them to a public light pole and not pay a cent to the municipality or the state? Maybe that's why the municipal police and inspection circle around these buildings every day and look away? Maybe this is the reason why there are wild taxi stands around the Old Town? I don't believe that all that influenced the election result, I'm just thinking..." he wrote.
