The company BB Solar, owned by Blaž Đukanović, the son of the former Prime Minister and the new President of Montenegro, Milo Đukanović, participates in the implementation of the multimillion-dollar project of the Capital City, the construction of the southwest bypass road.
BB Solar, whose founders, according to data from the Central Register of Business Entities (CRPS), are Đukanović Jr. and Ivan Burzanović, is a subcontractor in this business. The main contractor is the company Bemaks, whose founder and executive director, according to official data, is Veselin Kovačević.
The Southwest Bypass, worth almost 22 million euros, is a capital project that will give Podgorica a boulevard-type road that will connect the main road Podgorica-Cetinje and Podgorica-Petrovac. The ring road of about 3,62 kilometers is divided into three sections and will have two facilities - a bridge over the Morača river, about 150 meters long and an overpass in the KAP zone, 29,4 meters long. From the accompanying infrastructure, the construction of atmospheric sewage, TK sewage, public lighting and water supply is planned. The company Bemax was chosen as the best bidder in both tenders. In the tender for the construction of sections I and III of the road - from the main road Podgorica-Petrovac to the Morača bridge and from the bridge to the road Podgorica-Cetinje, Bemaks was selected, while in the second tender for the construction of section II - the preparation of the Main Project and the construction of the bridge on Morači according to the turnkey system, chosen by the consortium consisting of Bemaks and Crnagoraput. BB Solar was engaged as a subcontractor for the main project of high current electrical installations and the procurement of the necessary materials and equipment for all three sections.
Bemaks offered a total of EUR 9.870.035 including VAT in the tender for the construction of sections I and III, and EUR 5.798.320 including VAT for the construction of the second section. About 11,9 percent of the total value of the offer belongs to BB Solar for the works on sections I and II, and 1,94 percent for the second section, which is a total of about 1,28 million euros for all three sections.
The capital city told "Vijesta" that the criterion for choosing the most favorable offer in both tenders was the lowest offered price.
"Engagement of subcontractors is the exclusive right of the bidder and the client has no right to influence and limit contractors in the engagement of subcontractors. The choice of subcontractor cannot influence the selection of the offer, but the lowest offered price and the evaluation of the correctness of the offers in accordance with the Law on Public Procurement", they said from the Capital City in response to the question of whether the selection of the most favorable bidder for the Southwest Ring Road was taken into account is one of the subcontractors of the BB Solar company, i.e. did that influence the choice.
