The non-governmental association Civic Action has asked the new Minister of Spatial Planning, Urbanism and State Property, Slaven Radunović, to inform the public of Montenegro whether he intends to remove DUP "Budva Centar" and DUP "Bečići" from the register of valid planning documents of the ministry.
The representative of Civic Action Božidar Vujičić reminded the minister that those two planning documents were adopted in 2009 for a period of validity of five years, that the urban inspector issued decisions that the plans were adopted contrary to the law and the fact that the 42nd Government of Prime Minister Zdravko Krivokapić adopted a decision on putting the mentioned plans out of effect, until the adoption of the spatial urban planning plan of the municipality of Budva, which was not adopted.
"Urban inspector Bisera Alihodžič determined that the mentioned plans significantly exceeded all the parameters of the higher order plan, which is why the planner refused to sign the plan, which was done by the subcontractor Prof. Ralević from the Faculty of Architecture in Belgrade. In the end, the plan was certified by the subcontractor Prof. Ralevic, who did not have a license to prepare planning documents in Montenegro. Consent to the plan certified by a person who does not have a license was issued by Minister Gvozdenović, and the plans were adopted by the majority of the DPS in the Assembly of the Municipality of Budva", points out Vujičić.
He reminds that NU Civil Action, with the aim of urgently removing the listed plans from the register of valid planning documents, filed criminal charges against more than twenty special prosecutors, who refused to stop the use of expired illegal plans.
We have filed criminal charges against GST Milivoje Katnica, VDT Ivica Stanković, Tatajana Begović, VDT Milorad Marković, members of the prosecutor's council, several ministers of the competent ministry and several presidents of the municipality of Budva.
Only the Prime Minister of the 42nd Government, Zdravko Krivokapić, at the suggestion of Minister Mitrović and the initiative of NU Civic Action, set a moratorium on plans until the adoption of the PUP of the Municipality of Budva, which was abolished by the 43rd Government. I suggest that you check the above-mentioned argumentation and make a decision that will finally prevent further permanent destruction of the space in Budva and the citizens' chance for sustainable development, that you prevent further falsification of the above-mentioned plans and remove them from the register of valid planning documents of the ministry," concluded Vujičić.
