For all citizens of Crmnica of legal age with cars and motorcycles, an unlimited number of passes through the Sozina tunnel, for other residents of Bar who do not live in Crmnica, but have the need to come there often, at least one free pass per day, immediately five jobs in "Monteput", and until the end ten years, then another ten the following year.
This is what the representatives of the "Association for the Protection and Development of Crmnica" demand from "Monteput" and the Municipality of Bar, among other things. At the last meeting of these three parties, it was agreed that the people of Crmni should send specific requests and guidelines for solving the problem that causes them to block passage through the tunnel every week.
They originally demanded the adoption of amendments to the Law on Roads, and since it did not have a majority in the Parliament of Montenegro, the residents of Crmnica are demanding the signing of a contract with "Monteput", the Municipality of Bar and the Government of Montenegro, which will be binding for all parties.
In the document they submitted to the mayor, Dusan Raičević, i direktoru “Monteputa”, Milan Ljiljanic, writes that they require an unlimited number of passes for the residents of Crmnica for all adults who have cars and motorbikes.
They propose that the conditions for this be proof of residence in the area of Crmnica, proof of enrollment in the voter's list in Crmnica, or proof that they permanently reside in Crmnica and take care of their parents or children, who are settled in the territory of Crmnica, cultivate property or have a job and rural household.
"In order to prevent abuse of the unlimited number of passes, the residents agree to the issuance of a card by "Monteput" with the user's personal data, picture, name and surname, which would be displayed during periodic or extraordinary control by "Monteput", it says. in a letter that "Vijesti" has access to.
For residents who live in the territory of Bar and Sutomore and have private property, a house, land, which can also be traced to parents, grandparents, due to the specifics of rural areas where probate procedures have not been completed, in the area of Crmnica, or proof that they cultivate the property, or take care of parents, children who live in the territory of Crmnica, they ask for 30 or 31 free passes per month.
"The social responsibility of the company 'Monteput' towards the local community, which will be reflected through the investment of funds for the development and support of the local population through sports events, cultural events, help to the primary school...", is stated as the third request.
The employment of men and women from Crmničan stands out here, i.e., as they mentioned five jobs immediately and ten more by the end of the year and then an additional 10 during the next year. The people of Crmni believe that this would "build a model of desirable behavior and contribute to the environment in which they operate, and in some way correct the unfair relationship in the past period".
The fourth requirement is the controlling role of a group of citizens, that is, the "Association for the Protection and Development of Crmnica" in the categorization, allocation, as well as supervision over the implementation of all measures from the contract, the signature of which is required.
They also demand that the contract be binding for the company "Monteput", which would guarantee that from its profits, the primacy in the distribution of funds must have a program that concerns the provision of free passage through the Sozina tunnel for the people of Crmnič.
"The Government would guarantee that in any case and regardless of the results of the Monteput company's operations," they wrote to that state company and the local administration.
The representatives of the organizers of the Sozina tunnel blockades said last week that, if their demands are not fully met as soon as possible, they will continue with protests and blockades lasting several hours. As they told "Vijesti", they still haven't received an answer to the letter they sent last Wednesday, nor an invitation to a new meeting.
Until the conclusion of this issue, the Municipality of Bar and "Monteput" have not responded to the demands of the citizens of Crmni.
