Elektroprivreda Crne Gore (EPCG) has so far paid over 31 million euros to the contractor for the environmental reconstruction of the Pljevlja Thermal Power Plant (TEP), which began in April 2022.
The value of the works including VAT is EUR 54.427.700, of which 20 percent of the contracted amount, or over EUR 10,88 million, was paid to the contractor after the contract was signed.
"EPCG AD Nikšić has paid all invoices issued so far, whose currency has expired. The amount of the advance paid after signing the contract is 20 percent of the value of the contract, ie 10.885.540 euros including VAT, and the value of the contract is 54.427.700 euros including VAT. The total amount that EPCG has so far paid to the contractor under the contract on ecological reconstruction is EUR 31.046.436,67 including VAT", it is stated in the Information on activities on the implementation of the thermal energy complex project in Pljevlja, which was collected by the Ministry of Energy and submitted to the Government on consideration.
EPCG signed a contract on the ecological reconstruction of the Thermal Power Plant "Pljevlja" with a consortium consisting of the Chinese company DEC International, Bemaks, BB solar and Permonte. Professional supervision is performed by the Consortium STEAG Energy Services GmbH and Projectman.
So far, about 76 percent of the construction works have been completed, while the percentage of project completion by system is an average of 45 percent. The most progress was made with the works on the construction of the cooling tower, where the percentage of project completion is 92,26 percent, and the least on the district heating system, 16,77 percent. So far, about 64 percent of the equipment has been delivered, of which about 29 percent has been installed.

According to the Dynamic Plan, a 7,5-month shutdown of the Pljevlja Thermal Power Plant is planned, from March 15 to November 1 of the following year, when the Thermal Power Plant would be put back into operation after the completion of the ecological reconstruction.
Works on the environmental reconstruction project of TPP "Pljevlja" began on April 27, 2022, and EPCG as an investor has so far submitted several construction applications, as well as amendments and additions to the revised main project to the Ministry of Ecology, Spatial Planning and Urbanism.
"During the submission of the fourth Application for Amendments and Supplements to the Revised Main Project, the previously reported suspension of works related to electrical installation work ceased to be valid, given that the designer made amendments to the project in accordance with applicable regulations and rules of the profession which created the conditions to make the application for changes and additions in that part and to allow the execution of the works in question. In the following period, if necessary, additional changes and additions to the revised main project will be made," the information states.
The main goal of the project is to adapt the operation of the plant to domestic and international requirements and the assumed obligations of the state in terms of environmental protection, as well as the extension of the operation of the thermal power plant in order to ensure the stability of the electric power system of Montenegro.
The project envisages the construction and reconstruction of a flue gas desulphurization system, a system for reducing nitrogen oxides in flue gases, a wastewater treatment system, a cooling tower - an internal ash and slag transport system, installation of a noise silencer produced by the TE, a heat source for district heating of Pljevlja.
"What is important to note is that certain open questions remain between the contractor and the investor when it comes to connecting the newly built facilities with the existing infrastructure in the thermal power plant. These issues have been open practically from the very beginning of the works, as they remained undefined in the basic contract. In the previous two months, the investor opened discussions on all open issues and is resolving them with the contractor. It is expected that by mid-August, all open issues will be clearly defined in terms of scope of work, connection points to the existing infrastructure of the thermal power plant, as well as the obligation of the contractor or investor to bear the costs for the implementation of these works, all in accordance with the existing contract, its annexes and valid legal regulations", it is stated in the information of the Ministry of Energy.
