The Montenegrin Fund for Solidarity Housing Construction (CFSSI) submitted an offer to Rudnik Uglja for the assignment of the right to build a building for pensioners in Pljevlja, for which the foundation stone was laid in 2018.
The construction of the building, not even six years later, has not advanced from earthworks, although it should have been occupied a long time ago.
The idea to submit an offer to the Rudnik was initiated after a recent meeting in the municipality of Pljevlja with representatives of the local government and the coal mine, as well as a meeting held in Podgorica on the same occasion a few days ago.
CFSSI told "Vijesta" that currently the only way to build a building for pensioners in Pljevlja is to publish an advertisement for the assignment of construction rights, because CFSSI is blocked due to outstanding obligations.
"The only way to build the object in question is to publish an advertisement for the transfer of the right to build the object in question, in such a way that the potential partner - Rudnik Uglja would finance the construction of the entire object, and in return would receive 13 residential spaces with an area of 712,80 square meters, or 43 percent of the total area apartments, 13 non-residential spaces with an area of 80,40 square meters, i.e. 38 percent of the total area of woodsheds, and two business areas with an area of 53,09 m2, i.e. 100 percent of the total area of business premises", states the offer in which "Vijesti" had an insight.
According to CFSSI, the offer was submitted to Rudnik Uglja because according to the company's Statute, the company can carry out the construction of residential buildings and represents the most important and largest company in the municipality of Pljevlja.
"In view of the increase in the cost of construction, i.e. the fact that due to the changed circumstances, the price of a square meter of residential space has increased, we consider it necessary to start negotiations with the Association of Pensioners, the PIO Fund and the Municipality of Pljevlja regarding the harmonization of the cost of housing, which is defined by contracts with at real market prices", the offer states.
Cornerstone and empty promises
The foundation stone for the construction of the building was laid on September 14, 2018 by the then President of the Municipality Mirko Djačić the directors of CFSSI and Fonda PIO, Danilo Popovic i Dusko Perovic.
The deadline for the completion of the works was supposed to be the end of June 2019.
According to the project, the building should have 38 apartments, of which 20 will belong to pensioners, five to local government employees, and the rest will be intended for the market.
On October 17, 2017, the Assembly of the Municipality of Pljevlja granted construction land to the Association of Pensioners of Montenegro - the Association of Pensioners of Pljevlja for the construction of a building, as the participation of the local administration in solving housing issues of pensioners from the area of the municipality of Pljevlja.
The construction of a residential and commercial building is planned on land owned by DUP "Stara Ciglana", on a cadastral plot with an area of 1.958 square meters.
"By the decision of the Assembly of the Municipality of Pljevlja, the investor is not exempted from the fee for the communal equipment of the construction land, but the investor is obliged to build five two-room apartments for the needs of employees in the Municipality of Pljevlja in the name of paying the fee for the communal equipment of the construction land, with a possible additional payment of the difference up to the value of the utilities or of the value of the apartments, at the price determined by the Fund", claim CFSSI.
At the location of Ciglana, the construction of a residential and commercial building with a ground floor, three floors and a basement is permitted, with a total of 38 apartments - 10 studios, 15 one-room and 13 two-room apartments.
CFSSI made a conceptual solution, and in December 2017, an agreement was signed with the Association of Pensioners of Pljevlja on the determination of rights and obligations regarding the construction of the building.
The Pljevlja Pensioners' Association ceded the right to build on the land in the scope of DUP "Stara Ciglana", with 20 apartments and 20 non-residential spaces belonging to them in the name of co-investment.
The area of the apartments according to the conceptual solution was 686,10 square meters, and the area of the associated woodsheds was 160 square meters.
Square 750 euros
The price per square meter of a pensioner's apartment was 750 euros, and the woodsheds were 450 euros per square meter.
"Pljevlja Pensioners' Association was supposed, in accordance with the contract and conceptual decision, to pay funds in the amount of 586.575 euros to the giro account of the Fund. The amount of 175.972 euros was paid, and the rest was to be paid to the giro account of the Fund in installments that will be related to the construction phases, i.e. the degree of construction of the residential building. In the meantime, the main project was completed and revised, according to which the area that was sold to the Pljevlja pensioners' association was reduced. According to the project, the area of the apartments sold to the Association of Pensioners is 679,10 square meters, and the woodshed is 95,78 square meters. The total value of 20 apartments and 20 log cabins for pensioners is 552.426 euros, according to the modified square footage per project. Based on the reduction in question, it is necessary to conclude an annex to the contract with the Association of Pensioners Pljevlja regarding the change in the square footage and value of the real estate in question. In the event of building the building, the expected funds from the Association of Pensioners, provided that the price does not change, amount to 376.453 euros", it is stated in the information on activities on the continuation of the construction of a residential building for pensioners in the municipality of Pljevlja, which follows the offer submitted to the coal mine.
It is noted that a Preliminary Agreement on the purchase and sale of real estate was concluded with the Municipality of Pljevlja in February 2019, by which the local government purchased 5 apartments and 5 non-residential spaces under construction, the area of which is 290,34 square meters, and the non-residential space is 35,54 square meters.
The purchase price for residential space is 770 euros per square meter, and for non-residential space is 495 euros. The total purchase price of residential premises and woodsheds for the Municipality of Pljevlja is EUR 241.154 including VAT.
The contracting parties then agreed that of the total purchase price of 241.154 euros, 85.583 should be compensated between the contracting parties for the amount of the fee for communal equipment of the construction land.
The municipality of Pljevlja paid CFSSI 46.671 euros.
"For the realization of the construction of the facility, it is expected that the Municipality of Pljevlja will pay funds in the amount of 108.899 euros," the offer states.
