The company "Ulcinjska rivijera" has leased the Auto-camp "Neptun" again in another attempt to revive what used to be the most attractive camping village on the southern Adriatic, while at the same time awaiting the court's epilogue of the property dispute over that land on Velika plaža.
As the executive director of "Ulcin Riviera" told "Vijesta" Camil Hoxha, the lease agreement therefore contains a clause that the lessor is not liable in case the court does not decide in his favor, and that then the agreement would automatically be terminated.
The first installment in the amount of 15.000 euros per year has already been paid to the Ulcinj hotelier, although the new tenant has not yet put the camp into operation. The five-year lease agreement runs from March this year. The tenant is obliged to bring the condition of the settlement to the level of functionality and economy and to leave it that way.
Hodža said that it is currently impossible to invest significant funds in Auto-camp because the fate of the land is unknown, so the company decided to lease it for a period of five years.
"Whoever invests in this investment does so at his own risk. Taking all this into account, we have made a medium-term plan for the company, which is to invest in the improvement of the quality of the facilities on Ada in the next five years, especially in the rehabilitation of the 34 houses of the old part, which have been out of service for more than 30 years. After that period, meanwhile, we would have a clearer picture of the 'Neptune' dispute. In the case of ending the dispute in our favor, we would start a more serious investment in that settlement, which is currently in a chaotic state," Hodža said.
In the last eight years, "Ulcinjska Riviera" rented out "Neptun" twice, both times unsuccessfully, because the tenants did not respect the provisions of the contract.
"I terminated the last contract from 2021 last year, because the tenant did not pay rent in the amount of 11.000 euros. The previous tenant left a mess in the neighborhood. This year, we decided that the tenant pays the rent immediately after signing the contract and continues to do so after each year of the lease," said Hodžić.
Everything started after the 1979 earthquake.
The car camp is located on the part of Velika plaža which is called Hill of Rest. According to cadastre data, it occupies a total of 72.201 square meters.
The location, it is written in the archives of "Ulcinjska Riviera", which manages "Neptuna", has distinct advantages for a car camp because it is under the vegetation of a dense oak forest, and it is about 200 meters away from the sea coast, i.e. the sandy beach.
"Neptune" was opened after the earthquake in 1979. There were several trailers, in which there were families who were left without homes and a few guests. A tourist boom followed a year later when Slovenia donated 100 car-camp trailers to Ulcinj, most of which ended up under the oak trees on Velika plaža.
In the archives of "Ulcinjska Riviera", where the sanitary facility is described, it is written that two groups of sanitary and service facilities with reinforced concrete cerclages and foundations were built in the vicinity of the auto-camp.
"The walls are treated on the outside with Fasadex, and on the inside, depending on the purpose. The roof structure is wooden, and the roof covering is tiled. The floors are made of cast and polished terrazzo. The facilities are identical in terms of technical characteristics and contents", the document states, and it is stated that the basic contents are a sanitary group with toilets and showers and service areas for cooking, washing, ironing and the like.
The total area of one building was 370 m2, or 740 m2 for both.
There were 63 caravans on the organized area of the camp. The documents say that they consisted of two beds... Two of those houses were equipped for bakery production.
There were also 160 cassette refrigerators in the camp.
It is further stated that the water supply was solved by connecting to the city's water supply system, sewerage with its own system, while the waste water was discharged into a septic tank. Electricity was supplied via its own substation.
There was also a multi-purpose facility in the camp, with a reception, administration, aperitif and snack bar... There was also a warehouse and a barbecue area, two kiosks, a container, traffic lanes...
Camp facilities were built from 1977 to 1985.
A circular asphalt road with a surface area of 3.832 m2 was also built in the auto-camp... Communications in the camp itself were pedestrian. The total area of the pedestrian concrete paths was 730 m2. The parking area of the camp was 1.600 m2.
The area intended for camping, says the archive document, was made in the part under the forest. The terrain is leveled, grassed, and electricity connections have been made - the total area of the camping area was 6.960 m2.
Collapsed buildings, overgrown and cracked paths, vegetation, some rusty electricity connections... and oak trees... testify to all this today.
