The company "Montenegro Assets Management", owned by businessman Veselin Pejović, has given up for now the construction of a luxury hotel on the site of a former one-story business center, 50 meters from the Old Town, opposite the "Mogren" hotel.
This is stated in the decision suspending the proceedings, which was signed at the beginning of July by the then Acting Chief State Architect Siniša Minić, and which "Vijesti" had access to.
Pejović's company is in that most attractive building block, in the very heart of Budva, the owner of two properties that are in the neighborhood, and just a few days after he gave up on getting approval for a conceptual solution for a luxury hotel on the site of a business center, the chief state architect has now been replaced on July 5, gave Pejović's company consent to the conceptual solution to build a hotel on the neighboring plot, on the site of a one-story house at the beginning of the old town square.

"With the act of June 28, "Montenegro Assets Management" informed this public legal body that it was giving up the request, which, in terms of Article 102 paragraph 1 of the Law on Administrative Procedure, met the conditions for canceling the procedure," the decision signed by Minić reads.
It is about a location that passed into the hands of Pejović last year, and the former owner, the company "Roaming Montenegro", could not get the green light for its project years before, because the Municipality of Budva opposed it.
On the eve of the New Year, Pejović's company submitted a request to the Directorate of the Chief State Architect of the Ministry of Spatial Planning, Urbanism and State Property to obtain approval for the conceptual design of a future hotel on the site of a business center.
With the request, which "Vijesti" had access to, it is stated that it is a building with a gross construction area of more than 3.000 square meters, which is why the approval is the responsibility of the chief state architect, and that a conceptual solution has been submitted. As "Vijesti" previously announced, Pejović's company became the owner of a property worth millions on October 27 last year, when it was officially registered in the cadastral records.
It is a dilapidated business building that was previously owned by the Nikšić company "Roaming Montenegro", which years ago tried to get permission to build a nine-story luxury five-star hotel on that location.
According to the cadastral records, the company is registered on three office buildings in the private sector, with a yard of 250 square meters. The first building has a business space of 127 square meters in the basement, a duplex business space of 132 square meters (ground floor and first floor), business spaces of 67 and 108 square meters on the ground floor with a terrace of 84 square meters, and business spaces of 125 and 108 square meters on the first floor. . Pejović also bought two ground-floor buildings with business spaces of 43 and XNUMX square meters.
In May 2022, the Directorate of the Chief State Architect rejected the appeal of the previous owner, the company "Roaming Montenegro", and confirmed the decision of the Budva Chief Architect, who refused to approve the amended conceptual design of the nine-story hotel.
The chief architect of Budva refused to give consent with the explanation that the proposed conceptual solution deviates from the surroundings in terms of design through its volume and finishing of the facades, that 15 parking spaces are missing and that four non-conditional parking spaces have been registered. Also, that the approach to the facility goes through a plot that is owned by the Municipality and that there is no consent from the owner of the neighboring cadastral plot that is part of one urban plot.
The Ministry, which was then coordinated by the then Prime Minister Duško Marković, accepted the appeal of "Roaming Montenegro" and approved the conceptual solution, giving the green light to build the hotel. However, they did not want to accept this in the Municipality, so the Secretariat for Property Protection filed a complaint with the Administrative Court, disputing the Ministry's decision. The Administrative Court accepted the lawsuit and annulled the consent decision.
Nevertheless, Pejović's company can be satisfied, because its second project was approved by Minic, who was recently dismissed by the new Minister of Spatial Planning, Slaven Radunović. Minić gave his consent to the conceptual solution submitted by the company "Montenegro Assets Management" to build a five-story five-star hotel on the site of the only remaining house opposite the Old Town in Budva, where the famous restaurant "Demižana" is located.
"Montenegro Assets Management's consent is given to the conceptual design of an architectural catering facility for the accommodation of tourists - a five-star hotel with a gross construction area of underground and above-ground floors of 3.035 square meters - basement, ground floor and five floors", it is written in the decision in which "Vijesti" had insight.
The project solution, which was made in accordance with the Detailed Urban Plan "Budva Center of Amendments and Supplements", as stated, fits in form and floor plan with the "Hemingway" hotel on the neighboring urban plot, giving the block a "unique representative architectural expression".
The Nikšić company "Uniprom hoteli" of businessman Veselin Pejović sold this house three years ago, for which he paid around four million euros.
This was published by "Vijesti" at the time, referring to the real estate sheet, which contained a bank mortgage for the amount of millions. By the way, "Uniprom hotels" are the founders of "Montenegro Assets Management".
With this, Pejović is expanding the hotel business in the most beautiful locations in Budva. Namely, he is the owner of the "Budva" hotel, which is located about a hundred meters away on the promenade itself.
