The Technical Director of the Electric Power Company of Montenegro Ljubiša Đurković and the President of the Municipality of Plužine Slobodan Delić signed today in Nikšić an agreement on the fulfillment of unrealized obligations towards the Municipality of Plužine, arising from the construction of the "Piva" Hydroelectric Power Plant.
"EPCG's obligations to the Municipality of Plužine arose from the construction of the then hydroelectric power plant Mratinje, which is located on the territory of the Municipality of Plužine. Back in 1976, a concrete arch dam was built, with a height of 220 m and an artificial reservoir of Piva, with a length of about 40 km and an area of of over 15.000 km2", reminds EPCG in the announcement.
Đurković, reminding that since 1976, several agreements were signed on how the then "Elektrane", and then EPCG, would compensate the municipality of Plužina, said that this agreement is the "systemic result of all the negotiations" of the previous decades, which, however, also defines the deadlines until when the projects will be implemented.
"EPCG shows its responsibility towards the municipality of Plužine by signing such a contract, and I believe that it will be implemented", said Đurković.
Delić believes that the implementation of the contracted projects will begin very soon, given that the deadline for announcing tenders for several projects is 30 days.
"We have been negotiating for 49 years and it is time to put an end to it. "Plužine is already a different municipality due to the commitments of Elektroprivreda, and after we have agreed on these, I believe that we will stop the migration processes and give citizens the chance to stay living in Piva," emphasized Delić.
EPCG also stated the obligations of that state-owned company specified in the contract: financing of the ring road, phase 2; collector with waste water purifier; procurement of a crushing plant with accompanying machinery (crusher, platform, separators, excavator, truck); landscaping in the settlement according to DUP: landscaping around buildings A1 - A4 and construction of parking lot, sports field, landscaping on the Plužina hill from the hotel "Piva" to the restaurant "Sočica" (performance of works is the responsibility of the Municipality of Plužina), landscaping and construction service ramps (vehicle-pedestrian access) with a staircase above the Solidarity Fund building, space with a staircase around the Plužine Municipality building, arrangement of the square near the Municipality, access to the city cemetery with parking lot, horticultural arrangement of parts of the settlement from the chapel to the administrative building of the municipality, camp by the lake. Elektroprivreda assumes responsibility for the possible costs of land expropriation.
The implementation of the contract, they add, is planned in two phases, the order of which is given according to the agreed priorities proposed by the Municipality.
"EPCG undertakes to take over the activities for the preparation of project documentation and revision. Also, that the tender for the construction of the Ring Road - Phase II will be announced within 30 days from the date of conclusion of the Contract, as well as the tender for the procurement of the crushing plant with accompanying machinery (crusher, platform, separator, excavator, truck), a tender for the development of design and technical documentation for a collector with a waste water purifier, while the tender for the development of design and technical documentation for landscaping according to the DUP, is planned within 75 days from on the day of the conclusion of the Agreement, EPCG also undertakes to submit a report to the Municipality of Plužine on the obligations fulfilled in that year by December 20 of this year at the latest," the announcement states.
They said that the supervisory team will be composed of representatives of both contracting parties, along with an expert supervisor who will be engaged, in accordance with the provisions of the Law on Spatial Planning and Building Construction.
After the realization of these projects, EPCG will no longer have any obligations towards the Municipality of Plužine based on the construction of HPP "Piva", they conclude.
