The aim of the amendments to the Law on Personal Income Tax and the Law on Games of Chance is not only to increase budget revenues, but also to contribute to solving a growing social problem - the problem of addiction among the young population, on which every community rests, the Ministry of Finance announced. The Ministry of Finance states that taxation of income from games of chance was unjustifiably omitted from the taxation system in the previous period, which is why, among other things, they proposed changes to the Personal Income Tax Act
"The goal of this legal solution is an equal and fair system of taxation, which will allow not only to increase the revenues of the Budget in this way, but also to provide funds for the prevention of addiction, i.e. the protection of the mental health of the population that can be damaged due to excessive exposure to games on luck and frequent gambling, especially among young people," said the Ministry.
They point out that the problem of addiction has become more and more pronounced, bearing in mind that, as they say, young generations today are growing up in an environment where gambling is legal, easily accessible, socially acceptable and increasingly popular as a way of recreation and spending free time.
"Addictive gambling is a problem that affects all age groups, but the growing trend of the number of young people who have turned to this form of entertainment (minors and young people aged 18 to 24) is of particular concern. Gambling today takes place in various forms, including betting on sports events, lotteries, casinos and games of chance on the Internet," said the Ministry of Finance and added that the goal of the Ministry, which in the performance of its duties "is primarily guided by socially responsible behavior in the interest of the general public, is not only to increase budget revenues, but also to contribute to solving a growing social problem - the problem of addiction among the young population, on which every community rests".
They point out that in this context, the Government's Work Program for 2024 envisages the preparation of a new Law on Games of Chance in accordance with current trends and best foreign practices in the field of games of chance.
"We have several pillars that need to be covered by new legal solutions: protection of minors and young people through provisions concerning advertising, distance of betting facilities from schools, social responsibility, prevention of addiction diseases, identification of players both at betting shops and online betting, improvement of provisions which concern the prevention of money laundering, the increase of budget revenues and the strengthening of control, both inspection supervision and online supervision in cooperation with the police, when it comes to games of chance and the suppression of the work of unauthorized organizers of games of chance via the Internet attention to the creation of prerequisites for responsible gaming, the control of the regularity of games and especially the development of citizens' awareness of the social aspect of games of chance. Revenues from games of chance will be distributed in appropriate percentages to local governments, to the financing of the alimony fund, but also to forums and campaigns against gambling addiction. good luck," concluded the Ministry.
